to CPRS include: Date <strong>of</strong> Removal; Date <strong>of</strong> Referral; Date <strong>of</strong> Completion; Date <strong>of</strong> MDT Meeting; DSM Iv Diagnosis; Mental Health<br />

Recommendations; Date <strong>of</strong> Referral to Mental Health; Date <strong>of</strong> Mental Health Report; Date <strong>of</strong> Closure <strong>of</strong> Mental Health Service. The<br />

addition <strong>of</strong> these fields will ensure that CPRS is able to capture and report in<strong>for</strong>mation about Mental Health assessments <strong>of</strong> children<br />

entering foster care. Method <strong>for</strong> measuring achievement: In<strong>for</strong>mation needed to evaluate the timely completion <strong>of</strong> FP/BP assessments<br />

is available in the FP/BP monthly report. Until the fields are added to the CPRS a hand count will be used to review the FP/BP<br />

assessments completed each month by county <strong>of</strong>fices. The FP/BP quarterly reporting process requires that each county <strong>of</strong>fice report to<br />

their assigned foster care consultants the number <strong>of</strong> assessments ordered and paid including a copy <strong>of</strong> the invoice. The invoice<br />

includes the date <strong>of</strong> referral, date <strong>of</strong> removal and date <strong>of</strong> completion <strong>of</strong> assessments. A hand count <strong>of</strong> these figures will be compared to<br />

the Internal Data System (IDS) which tracks total number <strong>of</strong> children in care. The CPRS needs additional fields to capture the<br />

statistical data <strong>of</strong> this goal.<br />

3 rd Quarter Report: The Case <strong>Plan</strong> Reporting System (CPRS) has been trained on and implemented in all 159 Georgia counties.<br />

DFCS policy mandates its use. Functionality to capture data about First Placement Best Placement is being added to CPRS by 12/03.<br />

Reporting will assist in data collection about recommendations made during the comprehensive assessment and the state's ability to<br />

provide the recommended resources. This in<strong>for</strong>mation will be available by county, region, and state. Currently, the system has been<br />

enhanced to capture dates that children receive health, psychological, and dental exams.<br />

5 th Quarter Report: Partially Achieved. The CPRS is capable <strong>of</strong> reporting the number <strong>of</strong> case plans with a 'Date <strong>of</strong> Last<br />

Psychological Evaluation'. To date, CPRS reports that 8,598 case plans indicated a date in the field 'Date <strong>of</strong> Last Psychological<br />

Evaluation'. There were 8,063 case plans where date was not indicated. The State believes that the QCR process is a better method <strong>for</strong><br />

evaluating the completeness <strong>of</strong> assessments <strong>for</strong> children entering care. The first round <strong>of</strong> QCRs were favorable, in that <strong>of</strong> the 21 cases<br />

reviewed, 80.95% were rated as strength.<br />

BARRIERS TO ACHIEVEMENT:<br />

2 nd Quarter Report per ACF Request: The Case <strong>Plan</strong> Reporting System (CPRS) presently does not have the capability to collect<br />

in<strong>for</strong>mation regarding the timely completion <strong>of</strong> First Placement/Best Placement (FP/BP) Assessments. Timely completion is defined<br />

as assessments completed in thirty days with initiation <strong>of</strong> assessment beginning no sooner than the completion <strong>of</strong> the 72-hour Juvenile<br />

Court hearing. <strong>Plan</strong>s presented to the developer must be determined to be feasible and then actualized.<br />
