within sixty (60) days <strong>of</strong> receiving the Qualitative<br />
Reviews Report from the E & R Section, a written report<br />
will be provided with recommended training needs and<br />
policy changes.<br />
5 th Quarter Report: Since, the QCRs will continue as an ongoing process <strong>for</strong> evaluating and monitoring the state's child welfare<br />
system, the effectiveness <strong>of</strong> training will be measured in the comparison <strong>of</strong> the first reports from the reviews and the reports from the<br />
second set <strong>of</strong> reviews. The reports from the reviews will be analyzed and compared to determine the training needs <strong>of</strong> staff. These<br />
training needs will be recommended to the newly established Education and Research Section to develop and implement training <strong>for</strong><br />
county staff.<br />
