1 st Quarter Federal Response: (EXPLAIN WHY REVIEWS ARE NOT DOABLE AND MOVE TO BARRIERS TO<br />

ACHIEVEMENT COLUMN)<br />

3 rd Quarter Report Georgia's Reply: The surveys to be developed by the Foster Care Unit (to help assess the First Placement Best<br />

Placement model) along with the Qualitative Reviews should help us to determine if institutional placements prevent moving children<br />

to permanency quicker.<br />

4 th Quarter Report: The first report from the Qualitative Reviews will be available in January. This in<strong>for</strong>mation will assist in<br />

determining if the problem is institutional.<br />

Also, once phase II <strong>of</strong> the re-enrollment process begins, on site reviews will be conducted. By conducting on-site reviews <strong>of</strong> the<br />

providers and county <strong>of</strong>fices, FC consultants along with stakeholders will review records to determine if standards are applied in all<br />

areas <strong>of</strong> the assessment process. The Foster Care Unit continues to provide ongoing technical assistance to counties and will begin<br />

training on policies and procedures in January 2004.<br />

4 th Quarter Federal Response: Progress on this action step is contingent upon the QR.<br />

5 th Quarter Report: See action step N8. Even though the State requested to delete this action step, the first report from QCR reviews<br />

was completed. After analysis <strong>of</strong> other reports, state will make determination if problem is institutional. The first QCR report is<br />

attached as a part <strong>of</strong> the 5 th Quarter Progress Report and has been <strong>for</strong>warded to ACF Regional Office.<br />
