3 rd Quarter Federal Response: The above underlined statement appears to be a barrier to achievement.<br />

4 th Quarter Report: There has been a significant increase in the number <strong>of</strong> assessments <strong>for</strong> children in 2003 and an increase in wraparound<br />

services. This increase in assessments and wrap-around services assures that counties have this comprehensive assessment<br />

in<strong>for</strong>mation to assist in making decisions regarding the child's permanency. Also, Georgia's children are achieving permanency within<br />

the federal guidelines <strong>of</strong> twelve months when the plan is reunification. We have also had a slight decrease in the number <strong>of</strong> moves<br />

children are experiencing in foster care. We contribute this to wrap-around service being used to stabilize children in their placements.<br />

The department will continue to explore ways to effectively measure First Placement/Best Placement.<br />

4 th Quarter Federal Response: Would limited resources impact completion <strong>of</strong> this action step by projected date? If resources are<br />

limited to hire a contractor, what is the contingency plan <strong>for</strong> this item?<br />

BARRIERS TO ACHIEVEMENT:<br />

4 th Quarter per ACF: At this time, limited resources will not allow the state to negotiate with a contractor to per<strong>for</strong>m an analysis <strong>of</strong><br />

the First Placement/Best Placement model.<br />

N11 ACTION STEPS: If problem is predominantly institutional:<br />

Establish a larger state review group, which will include more stakeholders to review and provide technical<br />

assistance to counties and the annual statewide review <strong>of</strong> the First Placement/ Best Placement <strong>Program</strong> and<br />

Wraparound Services to include on site case reviews <strong>of</strong> 50 randomly selected cases.<br />

5 th Quarter Report: Per Annual Evaluation/Renegotiation, same request as in action steps N9 and N10.<br />
