ACCOMPLISHMENTS:<br />

1 st quarter Report - Partially achieved: Four Foster Care Consultants in collaboration with county staff and stakeholders will<br />

conduct a qualitative review in counties. The four foster care consultants need to learn the qualitative review process. DFCS will<br />

develop a contract with a provider to conduct qualitative review training. This in<strong>for</strong>mation will assist the four consultants in<br />

determining if the First Placement/Best Placement <strong>Program</strong> along with Wrap Around services is reducing the number <strong>of</strong> children in<br />

foster care based on the family's needs and services being met as a result <strong>of</strong> the service recommendations from the comprehensive<br />

assessment. The CPRS System will have features added to allow the collection <strong>of</strong> data on the number <strong>of</strong> assessments completed within<br />

a county and the service recommendations <strong>for</strong> the family and child from the MDT meeting. The compilation <strong>of</strong> this in<strong>for</strong>mation will<br />

allow the team to determine the counties that may require consultation, support or training. The onsite reviews will also give concrete<br />

results on the counties ability to utilize the assessment in<strong>for</strong>mation.<br />

3 rd Quarter Report: At this time, limited resources will not allow the state to negotiate with a contractor to per<strong>for</strong>m an analysis <strong>of</strong> the<br />

First Placement/Best Placement model.<br />

Secondly, the four foster care consultants will not be conducting the qualitative reviews as discussed in the 1 st quarter report. The<br />

DFCS Evaluation and Reporting and the Consultation and Support Sections will conduct the qualitative reviews as discussed in Action<br />

Step 8.<br />

The state Foster Care unit is moving towards developing a survey <strong>for</strong> local counties to assist in determining First Placement/Best<br />

Placement efficiency in moving children to permanency quicker.<br />
