1 st Quarter Report: Partially Achieved. The FPBP team will need to send out the re-enrollment applications to the private providers<br />

and the surveys to the county DFCS <strong>of</strong>fices. Once the in<strong>for</strong>mation is received<br />

2 nd Quarter Report: The re-enrollment applications were sent out with the return date <strong>of</strong> 4/30/03. The FP/BP team will begin review<br />

<strong>of</strong> the enrollment contents in May 2003.<br />

2 nd Quarter Federal Response: Concerns that the State is asking <strong>for</strong> an extension to September 2004. We agreed to it, but this is<br />

close to the end <strong>of</strong> the PIP. Will the State start the reviews in October 2003 and then have a report by 2004?<br />

Georgia's Reply 3 rd Quarter: Yes, see 3 rd Quarter Report below.<br />

3 rd Quarter Report: The enrollment process concluded as <strong>of</strong> June 30, 2003. Seventy-One applications were received from Private<br />

Providers across the state. A report on the findings and conclusions <strong>of</strong> the re-enrollment process will be complete in October 2004<br />

after phase II <strong>of</strong> the process is complete. In addition, we believe that the attached report 'First Placement/Best Placement Evaluation<br />

Final Conclusions' dated February 1, 2003, completed by Rollins School <strong>of</strong> Public Health, Emory University, addresses the review <strong>of</strong><br />

the First Placement/Best Placement Assessment Model. Descriptive statistics were completed to assess the following primary program<br />

evaluation measures: 1). Whether or not children received the placement recommended by the multi-disciplinary team after the<br />

assessment. 2). The stability <strong>of</strong> placements. 3). The length <strong>of</strong> time children spend 'in care' from time <strong>of</strong> removal. Additionally, the<br />

qualitative case review process will indirectly tell us about our assessment practice in Georgia.<br />

Qualitative Reviews similar to CFSR will be conducted on a representative sample <strong>of</strong> approximately 180 cases by the end <strong>of</strong><br />

September 2004. Reviews will begin October 2003 and the first report will be available January 2004.<br />
