foster care consultants in identifying if the Assessment in<strong>for</strong>mation is used by the counties to begin providing post substance abuse<br />

counseling and support. The data collection from the onsite reviews will also give concrete results on the counties ability to utilize the<br />

assessment in<strong>for</strong>mation to determine if early intervention is necessary <strong>for</strong> post- substance abuse counseling, monitoring or support.<br />

2 nd Quarter Report: First Placement/Best Placement <strong>Program</strong> Consultants assigned to monitor the PIP are providing ongoing<br />

technical assistance, training, and support to county staff at the request <strong>of</strong> the County Director, Field Director, supervisors, C & S<br />

consultants and placement and resource development staff.<br />

2 nd Quarter Federal Response: EXPLAIN WHY THIS GOAL HAS NOT BEEN FULLY ACHIEVED<br />

3 rd Quarter Report: The enhancements to the CPRS system are 33% complete. In December 2003, the system will have the capacity<br />

to capture and report on the number <strong>of</strong> children and families recommended to receive post substance abuse counseling and<br />

intervention.<br />

4 th Quarter Report: As reported in the 3 rd quarter report the enhancements to the CPRS system are pending completion in December<br />

2003. The Foster Care Unit has developed a training plan <strong>for</strong> 2004. Foster Care Consultants will train DFCS staff, private providers<br />

and other community partners in representative areas <strong>of</strong> the state. Networking sessions will also be planned to allow <strong>for</strong> sharing <strong>of</strong><br />

in<strong>for</strong>mation about intervention and preventive services to children and families involved in the foster care system in Georgia. In these<br />

sessions, post substance abuse counseling, monitoring and support will be discussed.<br />

The <strong>Department</strong> <strong>of</strong> Family and Children Services and the Public Health Collaborative ef<strong>for</strong>t has expanded to include private<br />

physicians and a representative <strong>of</strong> the <strong>Department</strong> <strong>of</strong> Community Health. Through this collaboration, public health will begin to track<br />

and monitor the health care services <strong>of</strong> children in foster care. The Collaborative will determine an electronic tracking mechanism <strong>for</strong><br />

recording health care services, recommendations, and diagnosis <strong>for</strong> children in foster care. This in<strong>for</strong>mation will be available to<br />

Medicaid approved health care providers in the state. Public Health and DFCS will team up to provide training to DFCS and Public<br />

Health employees. A Collaborative session with representatives from County DFCS <strong>of</strong>fices and Public Health Districts was held on<br />

August 19, 2003. This endeavor will focus on meeting the overall health needs <strong>of</strong> children in foster care in Georgia.<br />
