3 rd Quarter Report: Partially achieved. Policy revisions emphasizing the receipt <strong>of</strong> quarterly reports have been distributed to the<br />

field. Measurement methods include Online Supervisory Review Guide questions that are currently being field-tested. Statewide<br />

implementation <strong>of</strong> the Review Guide is planned by September 2003.<br />

4 th quarter Report: Partially Achieved: Revised strategy <strong>for</strong> monitoring progress to include the use <strong>of</strong> the data from Qualitative<br />

Reviews which were initiated in October, 2003. The measurement collection tool will be published in a quarterly report <strong>Safe</strong> <strong>Futures</strong>:<br />

A Child Welfare Re<strong>for</strong>m <strong>Plan</strong> Monitoring Progress Matrix. This report is shared within the organization and up through the chain <strong>of</strong><br />

command to the Governor. Additionally, the social services web page has been established that will allow <strong>for</strong> the publication and the<br />

collection <strong>of</strong> data related to Supervisory Review Guides and other CSFR/PIP related goals.<br />

DOCUMENTATION PROVIDED 4 TH Quarter:<br />

See attached <strong>for</strong> Supervisory Review Guide and Monitoring Progress Matrix.<br />

4 th Quarter Federal Response: State is behind in completion date <strong>of</strong> this action step. Progress on this action step is contingent<br />

upon the QR.<br />

5 th Quarter Report: The Online Supervisory Review Guide is implemented (see action step K3). The first round <strong>of</strong> QCR is<br />

completed and the report is made a part <strong>of</strong> the 5 th Quarter Progress report. However, the QCR did not divulge any in<strong>for</strong>mation upon<br />

which to measure progress or the lack there<strong>of</strong> regarding ICPC. Tracking <strong>of</strong> ICPC approved placements occurs through the ICPC<br />

Automated Reporting and Tracking System. Quarterly reports are being submitted to the sending State compact <strong>of</strong>fice and to the<br />

applicable county DFCS <strong>of</strong>fices.<br />
