ACCOMPLISHMENTS:<br />

1 st Quarter Report: What needs to be accomplished: This step will be included in the independent study conducted by the<br />

contractor when selected. The Work Group will closely monitor action Steps 10 through 14. The completion <strong>of</strong> these steps is<br />

contingent on the completion <strong>of</strong> action steps 6,7,8 and 9.<br />

4 th Quarter Response: Same as # 8 and 10 above.<br />

4 th Quarter Federal Response: Same as above.<br />

5 th Quarter Report: Per Annual Evaluation/Renegotiation Report this step is requested to be deleted due to the limited resources <strong>of</strong><br />

the State to secure a contractor to per<strong>for</strong>m an analysis <strong>of</strong> the Comprehensive Child and Family Assessments model (First Placement<br />

Best Placement). Additionally, State staff resources are not sufficient to undertake such an ef<strong>for</strong>t. Deletion <strong>of</strong> this step does not<br />

adversely impact the goals. The Qualitative Case Review (I-6) process should provide the State with in<strong>for</strong>mation regarding whether or<br />

not the needs and services <strong>of</strong> the child, parent and foster parents are being adequately assessed.<br />

BARRIERS TO ACHIEVEMENT:<br />

If problem is predominantly institutional:<br />

Establish a larger state review group, which will include more stakeholders to review and provide technical<br />

assistance to counties and the annual statewide review <strong>of</strong> the First Placement/ Best Placement <strong>Program</strong> and<br />

Wraparound Services to include on site case reviews <strong>of</strong> 50 randomly selected cases.<br />
