I10 ACTION STEPS:<br />
Georgia will complete an annual statewide review <strong>of</strong> the First Placement/ Best Placement <strong>Program</strong> to include<br />
on site case reviews <strong>of</strong> 50 randomly selected cases. This review will be similar to the federal on site review.<br />
Children, caregivers/families and other stakeholders will be interviewed. Fulton will be included at each annual<br />
review.<br />
5 th Quarter Report: Per Annual Evaluation / Renegotiation Report, the State requested this step to be deleted<br />
due to the limited resources <strong>of</strong> the State to secure a contractor to per<strong>for</strong>m an analysis <strong>of</strong> the Comprehensive<br />
Child and Family Assessments model (First Placement Best Placement). Additionally, State staff resources are<br />
not sufficient to undertake such an ef<strong>for</strong>t. Deletion <strong>of</strong> this step does not adversely impact the goals. The<br />
Qualitative Case Review (I-6) process should provide the State with in<strong>for</strong>mation regarding whether or not the<br />
needs and services <strong>of</strong> the child, parent and foster parents are being adequately assessed.<br />
