3 rd Quarter Report: At this time, limited resources will not allow the state to negotiate with a contractor to per<strong>for</strong>m an analysis <strong>of</strong> the<br />

First Placement/Best Placement model. However, the state Foster Care Unit will move towards developing a survey <strong>for</strong> local counties<br />

to assist in determining First Placement/Best Placement efficiency in moving children to permanency quicker.<br />

4 th Quarter Response: An in-house approach to measuring the effectiveness <strong>of</strong> First Placement/Best Placement has not been<br />

developed. We believe that the Qualitative Reviews may provide limited indirect in<strong>for</strong>mation regarding the efficiency <strong>of</strong> FP/BP. We<br />

are still seeking assistance on developing a methodology to accommodate meeting the needs <strong>of</strong> this goal.<br />

4 th Quarter Federal Response: The State indicates it plans to re-negotiate this goal. RO would consider July 2004. Would QR<br />

provide effective tool <strong>of</strong> measuring the effectiveness <strong>of</strong> First Placement/Best Placement? Also, the State indicates that they have<br />

sought assistance on developing a methodology to meet this goal. Assistance from whom?<br />

5 th Quarter Report: Per Annual Evaluation / Renegotiation Report this step is requested to be deleted due to the limited resources <strong>of</strong><br />

the State to secure a contractor to per<strong>for</strong>m an analysis <strong>of</strong> the Comprehensive Child and Family Assessments model (First<br />

Placement/Best Placement). Additionally, State staff resources are not sufficient to undertake such an ef<strong>for</strong>t. Deletion <strong>of</strong> this step does<br />

not adversely impact the goals.<br />

Funds must be identified <strong>for</strong> a contractor.<br />
