5 th Quarter Report: CPRS will be available <strong>for</strong> inclusion <strong>of</strong> the required in<strong>for</strong>mation by December 2003 (data fields will be<br />

available). Reports will then be automatically generated. Quarterly reports will be established. Some refinements in reporting<br />

requirements are still necessary. However, reporting should begin in January 2004.<br />

BARRIERS TO ACHIEVEMENT:<br />

I8 ACTION STEPS: A contractor needs to be selected to conduct a study on the efficiency <strong>of</strong> FP/BP using data from all 159<br />

counties.<br />

3rd Quarter Report: Requesting ACF approval to change this Action Step to: The state will develop an<br />

approach to continually measure the effectiveness <strong>of</strong> the First Placement Best Placement Assessment/Wrap<br />

Around Services model.<br />

3 rd Quarter Federal Response: We will review this action step together at the end <strong>of</strong> 4 th Qtr.<br />

5 th Quarter Report: Per Annual Evaluation/Renegotiation Report this step was requested to be deleted due to<br />

the limited resources <strong>of</strong> the State to secure a contractor to per<strong>for</strong>m an analysis <strong>of</strong> the Comprehensive Child and<br />

Family Assessments model (First Placement Best Placement). Additionally, State staff resources are not<br />

sufficient to undertake such an ef<strong>for</strong>t. Deletion <strong>of</strong> this step does not adversely impact the goals.<br />
