BARRIERS TO ACHIEVEMENT:<br />

1 st Quarter Report: The impending change in the state's administration as well as fiscal constraints may <strong>of</strong>fer challenges <strong>for</strong> getting<br />

this request approved.<br />

2 nd Quarter Report: The recent change in the state's fiscal resources may <strong>of</strong>fer challenges <strong>for</strong> getting this request approved, however,<br />

the Governor recommended the addition <strong>of</strong> 125 casework positions.<br />

2 nd Quarter Federal Response: Will these activities just not be accomplished if the legislative approval is not granted?<br />

3 rd Quarter Georgia's Reply: As noted above this goal has been Achieved.<br />

4 th Quarter Report: Given the critical nature <strong>of</strong> the state's budget situation <strong>for</strong> Fiscal Year 2005, the <strong>Department</strong> has not been able to<br />

submit a request <strong>for</strong> additional staff. However, since the needs <strong>for</strong> additional resources have not diminished the <strong>Department</strong> has<br />

focused on improving the use <strong>of</strong> current resources. The DFCS budget package <strong>for</strong> SFY05 includes a major restructuring <strong>of</strong> state and<br />

regional operations, with the intent <strong>of</strong> freeing up additional resources which can be placed in county <strong>of</strong>fices. The implementation<br />

team, which will fully define the plan, began its work in October, and the changes would be effective July 1, 2004 if legislative<br />

approval is received.<br />

Step 1: Supervisory Review Form (SRF) and standards<br />

adapted<br />

1 st Quarter Report: Steps 1 - 4: A workgroup is being <strong>for</strong>med to address changes needed to improve the Supervisory Review Form<br />

and implementation process. The committee is aware <strong>of</strong> PIP requirements to assure child and parent and sibling visitation as stipulated<br />

in the Case <strong>Plan</strong>. The workgroup will revise the Supervisory Review Form to document visitations between children and their parents<br />

and with their siblings.<br />
