3 rd Quarter Report/Georgia's Reply: A draft <strong>of</strong> the competencies were reviewed and received input from the Advisory Committee<br />
in November 2002. The DFCS Pr<strong>of</strong>essional Development Section in consultation with an external consultation group combined the<br />
feedback from the Advisory Committee and providing their input developed the Georgia specific competencies based upon the CWLA<br />
competencies. The final listing <strong>of</strong> Georgia specific competencies <strong>for</strong> new worker curriculum was completed in the spring quarter<br />
2003. The Pr<strong>of</strong>essional Development Section currently has the Curriculum <strong>Plan</strong> <strong>for</strong> Competency Based Core Curriculum <strong>for</strong> Child<br />
Welfare Case Managers. This <strong>Plan</strong> represents the content and the process <strong>for</strong> the final curriculum.<br />

4 th Quarter Report: Achieved. Policy has been revised and distributed to field staff.<br />
4 th Quarter Federal Response: The goal is to 'revise new worker and supervisor training as well as on-going training content to<br />
include a higher documentation standard…' However, when indicating that this goal has been achieved, the State concludes that<br />
'policy has been revised and distributed to field staff.' The goal was to revise new worker and supervisor training. Has this been<br />
accomplished?<br />
5 th Quarter Report: Georgia's CPRS is designed so that when a permanency plan <strong>of</strong> 'another planned permanent living arrangement'<br />
is selected, the case manager is <strong>for</strong>ced to describe the 'compelling reason' in a comment box be<strong>for</strong>e proceeding further with the case<br />
plan. The E&R Placement Review Guide specifically addresses documentation <strong>of</strong> compelling reasons in questions 14 and 15. This<br />
provides an on-going quality control mechanism to measure whether the case plan and court order (when appropriate) contain the<br />
'compelling reason' documentation. As <strong>of</strong> November 2003, a 'model order' regarding the permanency hearing and plan has been posted<br />
on the Council <strong>of</strong> Juvenile Court Judges <strong>of</strong> Georgia website. The model order outlines the court order language and specification<br />
regarding 'compelling reasons' when documenting the selected permanency plan. Documentation <strong>of</strong> compelling reason <strong>for</strong><br />
emancipation and long term foster care is covered in new worker and supervisors training.<br />
