Measure the effectiveness <strong>of</strong> the new information provided<br />

by CPRS for judicial decision making by qualitative<br />

interviews with judges.<br />

ACCOMPLISHMENTS:<br />

1 st Quarter Report: Partially Achieved. Qualitative interviewing <strong>of</strong> usage <strong>an</strong>d functionality <strong>of</strong> the judges beg<strong>an</strong> in February 2003.<br />

2 nd Quarter Report: Usage <strong>of</strong> the system has increased monthly. Feedback has come forth <strong>an</strong>d has produced one report <strong>of</strong> requests<br />

for ch<strong>an</strong>ges to better serve their business process. A second focus group feedback session for the CPRS is scheduled for Friday, April<br />

18, 2003 <strong>an</strong>d a 2 nd report will be produced from that session.<br />

3rd Quarter Update: Surveys from the judges indicate they are not yet using the aftercare information as a part <strong>of</strong> their case<br />

m<strong>an</strong>agement business process. CPRS is in the early adoption phase by the courts <strong>an</strong>d therefore the primary use <strong>an</strong>d training <strong>of</strong> the<br />

system is on active case pl<strong>an</strong>s for non-terminated cases. More focused training <strong>an</strong>d use <strong>of</strong> the aftercare pl<strong>an</strong> feature is needed in order<br />

to assess its effectiveness. That initiative will be forthcoming in 2004. It is <strong>an</strong>ticipated that more work will need to be done in CPRS to<br />

accommodate the business process <strong>of</strong> the courts regarding aftercare pl<strong>an</strong>s. For example, the ability t print aftercare pl<strong>an</strong>s in a formal<br />

report will likely be required.<br />

4 th Quarter Report: Training on use <strong>of</strong> the post termination requirements is ongoing. A Juvenile Court Judge has joined the staff's<br />

training efforts thus helping tremendously. Better printing functionality needs to be put in place to help the users. Pl<strong>an</strong>s are to address<br />

this need once the CPRS is completed 12-31-03.<br />

4 th Quarter Federal Response: For this step, E12 <strong>an</strong>d E13, progress narratives for all 3 quarters are exactly the same despite the fact<br />

that progress is noted as 'partially achieved' <strong>an</strong>d 'achieved.'<br />

5 th Quarter Report: The report from the CPRS shows that <strong>of</strong> the over 16,000 case pl<strong>an</strong>s in the CPRS, 2555 record Adoption as the<br />

Perm<strong>an</strong>ency goal. However only 76 case pl<strong>an</strong>s include the Adoption checklist that records the steps taken toward adoption within the<br />

CPRS. The State will explore training <strong>an</strong>d data quality issues by next quarter. Qualitative interviews with judges have not been done<br />

since it has taken longer th<strong>an</strong> <strong>an</strong>ticipated to get enough adoption <strong>of</strong> the usage <strong>of</strong> CPRS in order to get quality information.<br />

Interviewing will be done by next quarter.<br />

5 th Quarter DOCUMENTATION: Same as E12<br />

6 th Quarter Report: Staff <strong>of</strong> the CIP conducted interviews with ten judges. Findings were similar to the report from Judge Nash who<br />

participated in the pilot in Dekalb County (refer to E-12).<br />
