6 th Quarter Federal Response: E4: The State requested revision <strong>of</strong> the benchmark from 'timely filing <strong>of</strong> TPRs' to 'production <strong>of</strong> <strong>an</strong><br />

exception report.' It appears that the request is based upon the State's inability to produce a baseline. Has the State sought <strong>an</strong>d obtained<br />

appropriate TA (NRCITCW) before ab<strong>an</strong>doning the effort?<br />

E4: There appear to be some flaws in the extraction rules: 1) is entry into care or duration <strong>of</strong> case pl<strong>an</strong> used for the initial select, 2)<br />

does CPRS have data fields for all <strong>of</strong> the exceptions identified, <strong>an</strong>d 3) if the second exception report limits the select to children with a<br />

non-reunification pl<strong>an</strong>, it will bypass those children who have had a goal <strong>of</strong> reunification for extended periods <strong>of</strong> time.<br />

7 th Quarter Report: Partially Achieved E4: The request from the State to ch<strong>an</strong>ge the benchmark from “Timely Filing <strong>of</strong> TPRs” to<br />

“Production <strong>of</strong> Exception Report” is based on the fact that the action step <strong>of</strong> E4 is to develop measures to determine that TPR is filed<br />

according to ASFA <strong>an</strong>d policy. In addition, the action step is to develop capacity within CPRS or <strong>an</strong>other reporting system to produce<br />

<strong>an</strong> exception report when TPR <strong>an</strong>d non-reunification are not filed timely. Therefore the measurable benchmark should be the<br />

development <strong>of</strong> reporting measures.<br />

The Case Pl<strong>an</strong> Reporting System has been enh<strong>an</strong>ced <strong>an</strong>d effective July 2004, the Date TPR filed is a new field that county staff will<br />

able to use to record the filing date. Counties will receive written instructions on completing the field prior to the update to the<br />

system. An exception report c<strong>an</strong> then be produced which will use four data elements to determine cases where TPR filing has not<br />

been timely. The four data elements will include (1) Date Child Entered Care (Removal Date) where they have been in care 15<br />

months or longer, (2) the ASFA screen has a “yes” selected for <strong>an</strong>y <strong>of</strong> the other circumst<strong>an</strong>ces requiring TPR, (3) no exceptions to<br />

filing are noted on the ASFA Regulations screen, <strong>an</strong>d (4) TPR filed date field bl<strong>an</strong>k. The report will not be restricted to a certain pl<strong>an</strong><br />

type because, as noted in the ACF 6 th quarter response, some children could be overlooked.<br />

8 th Quarter Report: Achieved. The state now has the capacity to produce the exception report that identifies children where TPR<br />

does not appear to have been filed timely. The report will serve as a tickler system by providing each county a list <strong>of</strong> children where<br />

the system does not indicate timely filing <strong>of</strong> TPR. Attached is a screen print <strong>an</strong>d a sample county report to verify the completion <strong>of</strong><br />

this action step.<br />

8 th Quarter DOCUMENTATION: (1) Case Pl<strong>an</strong> Reporting System, screen print with added field <strong>of</strong> "Date TPR filed". (2) Sample<br />

Exceptions Report.<br />

BARRIERS TO ACHIEVEMENT:<br />

Current data is not available. Contract needs to be put in place to develop this new feature in the CPRS for DHR.<br />
