A work committee reviewed the CPRS <strong>an</strong>d proposed a way to capture this information in the CPRS as a data element <strong>an</strong>d as a report.<br />
3rd Quarter Report: No report. See 2 nd Quarter Response<br />
4 th Quarter Report: System reporting feature to be available upon completion <strong>of</strong> the CPRS by 12-31-03. Reporting system to<br />
produce <strong>an</strong> exception report should be in place by the 5 th quarter report.<br />
4 th Quarter Federal Response: The measurable benchmark for this action step is 'timely filing <strong>of</strong> TPR.' Does the State have a<br />
baseline?<br />
5 th Quarter Report: Getting a baseline for timely filing <strong>of</strong> TPRs has proved most difficult. The counties c<strong>an</strong> currently produce reports<br />
from CPRS that identify children that have case pl<strong>an</strong>s that are over one year old <strong>an</strong>d beyond. Both the courts <strong>an</strong>d the DFCS <strong>of</strong>fices c<strong>an</strong><br />
produce these reports. Looking at case pl<strong>an</strong>s <strong>of</strong> children over a year old is a starting point for measuring which cases need to be<br />
heading toward TPR <strong>an</strong>d which ones are served best by other perm<strong>an</strong>ency options. The state will continue to strive to measure this<br />
baseline.<br />
6 th Quarter Report: The CPRS produces <strong>an</strong> exception report that lists all the children’s cases by name when the child’s case pl<strong>an</strong> has<br />
been in the system for over a year. This report is broken down by county <strong>an</strong>d is quite extensive <strong>an</strong>d difficult to effectively m<strong>an</strong>age for<br />
purposes <strong>of</strong> measuring the timely filings <strong>of</strong> TPRs. At a meeting on April 2, 2004 with particip<strong>an</strong>ts who included the CPRS developer<br />
<strong>an</strong>d CPRS m<strong>an</strong>gers from the court <strong>an</strong>d DFCS, it was determined that a new exception report would be developed from CPRS. This<br />
exception report will list all children who have a bl<strong>an</strong>k “TPR file date” when those children fall under the ASFA regulations <strong>of</strong> actual<br />
time in excess <strong>of</strong> 15 months <strong>of</strong> last entry in foster care, ab<strong>an</strong>doned inf<strong>an</strong>t, murder or aided murder <strong>of</strong> <strong>an</strong>other child or serious bodily<br />
injury <strong>of</strong> <strong>an</strong>other child <strong>an</strong>d the child is not excluded by <strong>an</strong> exception category from appearing on the list. (Exceptions such as living<br />
with a relative, no provision <strong>of</strong> services <strong>an</strong>d compelling reasons are excluded)<br />
A second exception report, broken down by county, will be produced <strong>an</strong>d will list all the children who have a non-reunification pl<strong>an</strong>.<br />
These reports will be posted on a protected website requiring user ID <strong>an</strong>d password, but will be available to all DFCS <strong>an</strong>d the courts to<br />
determine whether TPRs are filed timely.<br />
A contract will be signed for the work on the development <strong>of</strong> these reports. The report feature will be completed by the June deadline<br />
as stated in the PIP.<br />
