7 TH Quarter Report: When comparing the State’s AFCARS Data Frequency Reports <strong>of</strong> April 1, 2003 –September 30, 2003 against<br />

the October 1, 2003 – March 31, 2004 there is <strong>an</strong> 8.1% increase in the number <strong>of</strong> First Foster Caretaker identified as Black <strong>an</strong>d <strong>an</strong><br />

39.5% increase in the Hisp<strong>an</strong>ic Origin Caretaker (see attached reports). There is <strong>an</strong> AFCARS reporting field <strong>of</strong> “Unable to Determine<br />

Caretaker Ethnicity” that also showed <strong>an</strong> increase <strong>of</strong> 41.1%. Some <strong>of</strong> the caretakers in this number may be <strong>of</strong> minority ethnicity.<br />

8 th Quarter Report: Achieved. Per ACF 7 th quarter request to include adoption resources: The state's renegotiated benchmark was to<br />

realize a 10% increase in the recruitment <strong>of</strong> foster <strong>an</strong>d adoptive resources. As demonstrated in the "AFCARS Data Frequency<br />

Reports"(submitted as documentation in the 7 th report) <strong>an</strong>d the "Survey <strong>of</strong> Private Family Based Foster Care Providers" (attached as<br />

documentation in this 8 th report), the state exceeded this percentage. Given the population <strong>of</strong> Georgia <strong>an</strong>d the characteristics <strong>of</strong><br />

children in care, the most signific<strong>an</strong>t increases were seen in the number <strong>of</strong> families <strong>of</strong> Afric<strong>an</strong> Americ<strong>an</strong> <strong>an</strong>d Hisp<strong>an</strong>ic ethnicity. The<br />

attached Private Provider report indicates increases in new minority foster <strong>an</strong>d adoptive resources from SFY 2001 through June 2004.<br />

For example, in the 2 nd year (10/2001 - 09/2002), there were 60 new minority foster homes <strong>an</strong>d 73 minority adoptive homes. In the 3 rd<br />

year (10/2002 - 09/2003) there were 88 new minority foster homes <strong>an</strong>d 94 adoptive resources. This represents <strong>an</strong> increase <strong>of</strong> 47% for<br />

minority foster family resources <strong>an</strong>d a 29% increase in minority adoptive resources. In the 4 th year (10/2003 - 06/2004) there was also<br />

<strong>an</strong> increase in minority foster home resources but there was a decrease in minority adoptive home resources. In December 2003 the<br />

Division developed <strong>an</strong>d implemented a Foster Care <strong>an</strong>d Adoption Services Recruitment database. The database is designed to capture<br />

recruitment data on foster <strong>an</strong>d adoption resources; however, it is still too soon to make year-end comparisons.<br />

Given the 7 th <strong>an</strong>d 8 th quarter reports, the state has surpassed the 10% increase in minority foster homes <strong>an</strong>d adoptive resources. There<br />

was <strong>an</strong> 8.1 increase in Black foster families <strong>an</strong>d a 39% increase in foster families <strong>of</strong> Hisp<strong>an</strong>ic origin. As for the increase in minority<br />
