ACCOMPLISHMENTS:<br />

Partially achieved. There is <strong>an</strong> ongoing implementation pl<strong>an</strong> for CPRS that will eventually include all 159 counties. Currently, 104 <strong>of</strong><br />

the 159 counties have been trained to use the new system. After the implementation pl<strong>an</strong> is complete at the end <strong>of</strong> J<strong>an</strong>uary 2003, the<br />

quarterly reports about perm<strong>an</strong>ency goals will begin<br />

2 nd Quarter Report - No report is due for this quarter.<br />

2 nd Quarter Federal Response: Due date was May 2003, why is this only partially achieved?<br />

3 rd Quarter Report Georgia's Reply: ACHIEVED. CPRS requires the documentation <strong>of</strong> the Perm<strong>an</strong>ency Goal in all case pl<strong>an</strong>s.<br />

Implementation <strong>an</strong>d training is complete in all 159 counties. Documentation <strong>of</strong> training by county <strong>an</strong>d by date is also supplied.<br />

The attached screen print (Perm<strong>an</strong>ency 1 Item 7) is taken from the Case Pl<strong>an</strong> Reporting System (CPRS) Case Tracking <strong>an</strong>d Legal<br />

Screen. CPRS is required, supported by policy, <strong>an</strong>d implemented in all 159 GA counties. In all cases, the user must document the type<br />

<strong>of</strong> Perm<strong>an</strong>ency Pl<strong>an</strong> selected for the child. The system requires <strong>an</strong>y user who selects a type other th<strong>an</strong> adoption, living with fit <strong>an</strong>d<br />

willing relatives, guardi<strong>an</strong>ship, or reunification to document a compelling reason why this type is in the child's best interest.<br />

CPRS is on the Internet at www.gacasepl<strong>an</strong>.org. A demo that does not require <strong>an</strong> ID or password is available.<br />

4 th Quarter Federal Response: This step is noted to be achieved, based on completed trainings. However, based on the measurable<br />

benchmark, it sounds like it will be achieved when every child coming into care has a case pl<strong>an</strong> in the CPRS. How does completion <strong>of</strong><br />

training show that each child has a case pl<strong>an</strong> <strong>an</strong>d that the perm<strong>an</strong>ency goal (PG) is documented in the CPRS? How does the CPRS<br />

'require' the documentation <strong>of</strong> the PG? The action step also calls for a statewide quarterly report from the CPRS that will show that the<br />

PGs are documented.<br />

5 th Quarter Report: As <strong>of</strong> December 2003, CPRS is in use in 157 counties. Still 2 counties are not using the system <strong>an</strong>d that is being<br />

addressed administratively. The state needed full adoption before a me<strong>an</strong>ingful report could be produced. The first statewide report on<br />

perm<strong>an</strong>ency goals is attached. Of the more th<strong>an</strong> 16,000 case pl<strong>an</strong>s in the system, 55% record reunification as the perm<strong>an</strong>ency goal.<br />

Quarterly reports will be produced from this point on <strong>an</strong>d the pl<strong>an</strong> is to automate these reports by June '04. In the 3 rd Quarter Report<br />

documentation was submitted which addressed how CPRS 'require' the documentation <strong>of</strong> the PG.<br />
