GOAL: REDUCE LENGTHY TIME PERIODS TO FINALIZE ADOPTIONS (Action Steps E-9 to E-16)<br />

The state has made gradual progress in reducing the time from 1 st TPR to finalized adoption. (FFY2000: 21.88 months; FFY2004: 20.16 months). Some <strong>of</strong> these action steps<br />

required statutory ch<strong>an</strong>ges (one only became law 5/04). An enh<strong>an</strong>cement was made in April 2004, which makes the adoption checklist on the CPRS more visible, easier to find,<br />

<strong>an</strong>d user friendly. Although enh<strong>an</strong>cements to CPRS system have been made, we have found that staff <strong>an</strong>d judges under-utilize this feature.<br />

The following strategies have been developed <strong>an</strong>d implemented to reduce the lengthy time period to finalize adoptions:<br />

Recommended ch<strong>an</strong>ge to Chapter 19-8 <strong>of</strong> the O.C.G.A. to allow state <strong>an</strong>d agency Adoptions to be heard as soon as possible after the petition is filed (rather th<strong>an</strong> the<br />

previous minimum 60 day waiting period). SB192 was passed <strong>an</strong>d became effective July 1, 2003. We have already seen positive results as the time from filing <strong>of</strong> a<br />

petition to finalization has been reduced from <strong>an</strong> average in 2003 <strong>of</strong> 2.04 months to a current average <strong>of</strong> 1.63 months for FFY2004.<br />

Recommended ch<strong>an</strong>ge to section 15-11-103(d) <strong>of</strong> the O.C.G.A. to require post termination reviews every six months rather th<strong>an</strong> <strong>an</strong>nually. HB1322 was passed in the<br />

2004 legislative session <strong>an</strong>d signed by the governor on May 13, 2004.<br />

Developed a prototype <strong>of</strong> CPRS that includes specific elements <strong>of</strong> adoption policy <strong>an</strong>d piloted in Dekalb County in order for the reviews to be provided to the judges at<br />

time <strong>of</strong> post termination review.<br />

Made ch<strong>an</strong>ges to adoption policy regarding reducing the length <strong>of</strong> supervision for uncomplicated state adoptions.<br />

Ch<strong>an</strong>ged Office <strong>of</strong> Adoption’s requirement regarding contracting a child’s life history to allow the request to a contractor be made at time <strong>of</strong> legal service referral instead<br />

<strong>of</strong> the child’s first free date.<br />
