ACCOMPLISHMENTS:<br />
1 st <strong>an</strong>d 2 nd Quarter Reports: Supervisory tools are under development <strong>an</strong>d the information system is being enh<strong>an</strong>ced to account for<br />
the placement <strong>of</strong> every child in custody.<br />
3 rd Quarter Report: Based on the increased data needs to support IDS Online with the proposed enh<strong>an</strong>cement projects, there was a<br />
need to re-distribute our data to new servers to accommodate our growing data needs. The server that will support the site was not<br />
available in July 2003 <strong>an</strong>d it is our pl<strong>an</strong> to have the site available <strong>an</strong>d operational by September 2003. The Qualitative Reviews are<br />
scheduled to begin in October 2003. The first report to state <strong>an</strong>d federal partners is due J<strong>an</strong>uary 2004 <strong>an</strong>d every quarter thereafter.<br />
3 rd Quarter Federal Response: Are you maintaining accurate documentation <strong>of</strong> every placement <strong>of</strong> a child in foster care?<br />
4 th Quarter Report: IDS Placement Central database has been built <strong>an</strong>d is in place. Linking <strong>of</strong> children to their placement locations<br />
has begun <strong>an</strong>d is <strong>an</strong> on-going process.<br />

4 th Quarter Federal Response: One <strong>of</strong> the measurable benchmarks is development <strong>of</strong> staff perform<strong>an</strong>ce st<strong>an</strong>dards. 1 st <strong>an</strong>d 2 nd quarter<br />
reports note that 'supervisory tools' are under development. Are the supervisory tools a product <strong>of</strong> the staff perform<strong>an</strong>ce st<strong>an</strong>dards <strong>an</strong>d<br />
if yes, have they been developed? This, along with the evaluation piece, would mark a successful completion <strong>of</strong> this action step.<br />
5 th Quarter Report: The Supervisory Tools are complete. The perform<strong>an</strong>ce st<strong>an</strong>dards are a product <strong>of</strong> the supervisory tools. The<br />
online version <strong>of</strong> the Supervisory Review Form is complete. The first wave <strong>of</strong> QCRs is complete. The IDS Online is complete.<br />

6 th Quarter Report: IDS Placement Central is fully implemented, as are the tools to evaluate consistency <strong>an</strong>d accuracy in linking<br />
children to current placements. Request a ch<strong>an</strong>ge in the completion date to July 2004. This would allow E & R to conduct its spot<br />
check <strong>of</strong> files (mentioned in the benchmark) <strong>an</strong>d for the results to be reported next quarter.<br />
6 th Quarter Federal Response: D2: The State has submitted its third request for a ch<strong>an</strong>ge in goal completion to 7/04.<br />
