being examined. No update is given on these steps.<br />
5 th Quarter Report: See Action C12 regarding training <strong>an</strong>d policy. Action Step C1 <strong>an</strong>d C5 enumerate the strategies by which data<br />
will be collected <strong>an</strong>d <strong>an</strong>alyzed. An <strong>an</strong>alysis <strong>of</strong> this data will then provide information regarding <strong>an</strong>y needed training <strong>an</strong>d policy<br />
ch<strong>an</strong>ges as well as additional factors contributing to the stability <strong>of</strong> children in foster care.<br />
6 th Quarter Federal Report: C18: Given the foundational nature <strong>of</strong> Step C5 <strong>an</strong>d the delays associated with it, does the State believe<br />
that the renegotiated date for this step is reasonable since it is contingent upon the completion <strong>of</strong> C5. Both C5 <strong>an</strong>d C18 have<br />
renegotiated goal completion dates <strong>of</strong> 7/04.<br />
