• Mr. <strong>an</strong>d Mrs. Marshall (pseudonym) is a Caucasi<strong>an</strong> couple in their mid-forties. Mr. Marshall is <strong>an</strong> architect <strong>an</strong>d Mrs. Marshall is a teacher.<br />
They adopted a set <strong>of</strong> very young twins, one <strong>of</strong> which became critically ill <strong>an</strong>d was in the hospital for six (6) weeks. During this family crisis,<br />
they requested that <strong>an</strong> eleven (11) year old foster child be removed from their home.<br />
• A fourteen-year-old female foster child who is severely emotionally <strong>an</strong>d behaviorally disturbed exhibited behavior that two (2) therapeutic<br />
families were unable to tolerate. Examples <strong>of</strong> the behavior included signific<strong>an</strong>t problems with personal hygiene, especially during menses,<br />
<strong>an</strong>d soiling herself.<br />
• Mr. And Mrs. Smith (pseudonym) are a couple in their fifties. Mr. Smith works fulltime <strong>an</strong>d Mrs. Smith does not work. At the time <strong>of</strong> the<br />
disruption, one 16-year-old biological daughter was living in the home. The disruption occurred when a 15-year-old female foster child <strong>an</strong>d<br />
<strong>an</strong>other female foster child who was eleven (11) years <strong>of</strong> age had been living with the Smith’s for several months. Mrs. Smith reported that<br />
although she had stipulated accepting children who were no older th<strong>an</strong> twelve (12) years <strong>of</strong> age, she was assured that the 15-year old would<br />
be removed from her home within two (2) weeks. However, the older child was not removed within the two (2) weeks <strong>an</strong>d Mrs. Smith<br />
reported that the older foster child influenced the eleven (11) year old to the point <strong>of</strong> disruption.<br />
• Seven (7) <strong>of</strong> the nine (9) foster children studied in Harris County were placed in one or more group homes or residential facilities rather th<strong>an</strong><br />
with a resource family. With at least two <strong>of</strong> the foster children, the disruption at the group home was due to the children running away.<br />
In each <strong>of</strong> the three (3) counties studied, disruptions occurred at group homes <strong>an</strong>d residential facilities rather th<strong>an</strong> in the home <strong>of</strong> resource<br />
families. This leads the researcher to believe there is a need for more intensive <strong>program</strong>s to serve those children whose placements could not be<br />
maintained.<br />
BARRIERS TO ACHIEVEMENT:<br />
C18 ACTION STEPS: If the stability as measured by the data systems <strong>an</strong>d file reviews has not improved signific<strong>an</strong>tly within 2<br />
quarters, then the following additional actions will be taken:<br />
Recommend additional training <strong>an</strong>d policy ch<strong>an</strong>ges.<br />
Identify additional factors that may contribute to the stability <strong>of</strong> children in foster care.<br />
