The researcher first <strong>an</strong>alyzed characteristics displayed by children who encountered disruptions in each county separately. Then <strong>an</strong> overall <strong>an</strong>alysis,<br />

which included characteristics common to children in all three (3) counties, was completed. The characteristics shared by children encountering<br />

disruptions in all three (3) counties are:<br />

• Emotional/psychological problems related to ab<strong>an</strong>donment, rejection, <strong>an</strong>d separation.<br />

• Behavior problems in general, as well as while attending school.<br />

• Involvement in delinquent activities.<br />

• Physically or sexually abused.<br />

• Enrolled in Special Education classes.<br />

• Exhibited emotional <strong>an</strong>d psychological disorders.<br />

• One or both biological parents abused drugs/alcohol.<br />

• One or both biological parents incarcerated or involved in criminal behavior.<br />

A list <strong>of</strong> the characteristics <strong>of</strong> children that may lead to disruption is displayed in Table 2. Percentages are shown for each county <strong>an</strong>d are also<br />

combined. In addition to the characteristics shown in Table 2, forty-five percent (45%) <strong>of</strong> children in Bartow County suffered from neglect. In<br />

addition to the characteristics shown in Table 2, sixty-seven percent (67%) <strong>of</strong> children in Fulton County r<strong>an</strong> away during placement. In addition to<br />

the characteristics shown in Table 2, other characteristics displayed by Harris County children were (a) forty-four percent (44%) <strong>of</strong> the children were<br />

in situations where domestic violence occurred; (b) fifty-six percent (56%) were categorized as developmentally delayed, working below grade level,<br />

mentally retarded, or with low intellectual functioning; <strong>an</strong>d (c) twenty-two percent (22%) exhibited sexual acting out.<br />
