(2) Social Services Report, Qualitative Case Reviews – October 2003 – June 2004 (cumulative)<br />

8 th Quarter Report: Achieved. Per ACF 7 th quarter request to discuss what the state pl<strong>an</strong>s to do regarding the placement move<br />

discrep<strong>an</strong>cy between the IDS system <strong>an</strong>d the COSTAR systems: As reported in the 7 th quarterly report <strong>an</strong> <strong>an</strong>alysis was conducted.<br />

The Division's pl<strong>an</strong> to assure that all moves are in the system is to provide a method <strong>of</strong> linking the payment <strong>of</strong> foster care resources<br />

(COSTAR) to the IDS/AFCARS system. By linking the two systems we will verify the accuracy <strong>of</strong> the data regarding placement<br />

moves.<br />

BARRIERS TO ACHIEVEMENT:<br />

4 th Quarter: The collection <strong>of</strong> the additional fields in CoStar has not been completed for all children in foster care (AFCARS) for<br />

FFY 2003 quarters one <strong>an</strong>d two.<br />

C7 ACTION STEPS:<br />

Georgia will provide technical assist<strong>an</strong>ce (TA) to DFCS staff <strong>an</strong>d private providers as to how to use FP/BP<br />

assessment information to make the most appropriate perm<strong>an</strong>ency decisions <strong>an</strong>d implementation <strong>of</strong> wraparound<br />

services at the beginning <strong>of</strong> the child's stay in care. The FP/BP information will be used to develop more<br />

effective case pl<strong>an</strong>s for the child <strong>an</strong>d family.<br />

Incorporate FP/BP Summary <strong>an</strong>d Recommendation Reports in the CPRS. The inclusion <strong>of</strong> the FP/BP<br />

information in the CPRS will assist staff in developing case pl<strong>an</strong>s for children <strong>an</strong>d their families. A pilot <strong>of</strong> the<br />

CPRS is underway in Dekalb DFCS <strong>an</strong>d Juvenile Court to assure that the FP/BP Summary Reports meet the<br />

needs <strong>of</strong> families, judges <strong>an</strong>d DFCS staff. For the phase two CPRS development, we will exp<strong>an</strong>d to include<br />

FP/BP data collection. Generally, pl<strong>an</strong>s are to include the ability to collect the recommendations from the<br />

FP/BP comprehensive assessment. It will also collect data about the services actually provided to the child.<br />

Because <strong>of</strong> a m<strong>an</strong>date on Public Health to assure that our Foster Children have all the services available, we<br />

will add a section to the CPRS to track the child's Health Check Schedule <strong>an</strong>d assure that <strong>an</strong>y required<br />

treatment or follow up is provided.<br />
