ACCOMPLISHMENTS:<br />

This benchmark was achieved. The AFCARS definition <strong>of</strong> how to count a placement move was clarified with Region IV staff.<br />

DFCS policy was reviewed to assure compli<strong>an</strong>ce with the AFCARS definition. It was determined that DFCS policy is in compli<strong>an</strong>ce<br />

with the AFCARS definition, which counts the initial placement as the first placement even if this placement is to assess the<br />

child/family to determine the most appropriate placement for the child. Completion Date: 12-02. DFCS staff at the state <strong>an</strong>d county<br />

level needs to continue to assure that staff accurately reports each placement move per DFCS policy requirement <strong>an</strong>d AFCARS<br />

definition.<br />

8 th Quarter Report: Achieved. Per ACF 7 th quarter request to clarify what was done: As reported in the 1 st quarterly report, the<br />

DFCS policy definition <strong>of</strong> how to count placement moves is in compli<strong>an</strong>ce with the AFCARS definition. There was no need to<br />

rewrite policy. The IDS system counts the first placement, regardless <strong>of</strong> the type <strong>of</strong> placement. On-going training continues for IDS<br />

<strong>an</strong>d is incorporated in the New Worker Training curriculum as "Comp<strong>an</strong>ion to Foundations <strong>of</strong> Child Welfare Curriculum".<br />

8 th Quarter DOCUMENTATION: Social Services Policy, Chapter 60, Appendix A, pages 13 <strong>an</strong>d 14 (instructions on how to enter<br />

placement moves in IDS for AFCARS reporting).<br />

Analyze data at the county <strong>an</strong>d worker level to identify issues <strong>of</strong> stability on a certain caseload or in a certain<br />

county.<br />

The following was added per ACF review <strong>of</strong> 1 st Quarter Report:<br />

To address the data discrep<strong>an</strong>cy, DFCS must complete several assessments <strong>of</strong> moves in the fin<strong>an</strong>cial reporting<br />

system (COSTAR) to the number <strong>of</strong> moves reported in the Internal Data System/AFCARS (IDS). When the<br />

computer system upgrade is completed, DFCS will compare the number <strong>of</strong> placement moves in the data system<br />
