Federal HIPAA requirements limit what information c<strong>an</strong> be shared <strong>an</strong>d how it c<strong>an</strong> be shared. This will require ch<strong>an</strong>ges in sharing<br />

information in services' cases. HIPAA requirements will also effect how information is shared <strong>an</strong>d protected within team meetings <strong>an</strong>d<br />

other CPS / CPPC hub activities.<br />

Added 4 th Quarter per ACF Response: This could not be done by July, as <strong>an</strong>ticipated, because interpretations for CPS use have just<br />

become available.<br />

The department's legal <strong>of</strong>ficer has shared HIPAA procedures with county <strong>of</strong>fices.<br />

Strengthen prevention <strong>an</strong>d early intervention strategies to prevent child abuse <strong>an</strong>d support families.<br />

Develop <strong>an</strong>d implement voluntary support for medically fragile children at high risk <strong>of</strong> abuse. (Achieved)<br />

Exp<strong>an</strong>d capacity for parent aide <strong>an</strong>d early intervention. (Achieved - <strong>program</strong>s have not been reduced in difficult<br />

budget times.)<br />

Enh<strong>an</strong>ce access <strong>an</strong>d use <strong>of</strong> UW 211 for screened out CPS calls to voluntary community assist<strong>an</strong>ce. (Achieved)<br />

Develop with Budget Office recommendations to adequately fund early intervention, parent aide, PUP <strong>an</strong>d<br />

Homestead. (Achieved – <strong>program</strong>s have not been reduced in difficult budget times)<br />

Develop a more thorough assessment <strong>of</strong> family strengths <strong>an</strong>d needs, particularly regarding the presence <strong>of</strong><br />

subst<strong>an</strong>ce abuse <strong>an</strong>d domestic violence. (Achieved)<br />

Complete <strong>an</strong> <strong>an</strong>nual Qualitative Case Review (QCR), similar to the CFSR, on a representative sampling <strong>of</strong> case<br />

records. (Partially Achieved. Two quarterly QCRs have been completed. The first QCR was submitted as<br />

documentation in the 5 th report. The second QCR report is attached as documentation). 7th Report: Partially<br />

Achieved. The third QCR was a cumulative report from October 2003 – June 2004. An <strong>an</strong>nual has not<br />

been completed.<br />

8 th Quarter Report: Achieved. The <strong>an</strong>nual QCR has been completed. The report is attached as<br />

documentation.<br />

Complete a comparison to the results <strong>of</strong> Georgia's 2001 CFSR <strong>an</strong>d the level <strong>of</strong> compli<strong>an</strong>ce after additional<br />

policy clarification, training <strong>an</strong>d <strong>program</strong> implementation is operational. (Achieved)<br />
