2 nd Quarter Report: Other skills training sessions being developed for 2003 are 'Finding Words' <strong>an</strong>d 'Adv<strong>an</strong>ced Investigations<br />

Training.<br />

3 rd Quarter Report: The first session <strong>of</strong> 'Finding Words' was in J<strong>an</strong>uary 2003, <strong>an</strong>d a week <strong>of</strong> 'Adv<strong>an</strong>ced Investigations Training' was<br />

held May 2003. The department has provided initial interpretation <strong>of</strong> HIPAA requirements, <strong>an</strong>d CPS policy <strong>an</strong>d procedures will be<br />

updated to comply with requirements <strong>an</strong>d HIPAA. Procedures for HIPAA will be incorporated into CPS policy training. This could<br />

not be done by July, as <strong>an</strong>ticipated, because interpretations for CPS use have just become available<br />

This information should be in policy <strong>an</strong>d procedure form by the end <strong>of</strong> the third quarter.<br />

4 th Quarter Federal Response: The State indicates that they could not complete this step in July. However, the completion date in the<br />

5 th Quarter Report: Achieved. Counties received directions for h<strong>an</strong>dling protected information (all <strong>program</strong>s). A HIPAA compli<strong>an</strong>t<br />

release form has been added to <strong>program</strong> forms.<br />

8 th Quarter Report: Achieved. Per ACF 7 th quarter request: page 2 <strong>of</strong> the attached Memor<strong>an</strong>dum provides instructions to state,<br />

regional <strong>an</strong>d county <strong>of</strong>fices on the h<strong>an</strong>dling <strong>of</strong> open records requests.<br />

8 th Quarter DOCUMENTATION: (1) Memor<strong>an</strong>dum from Acting Division Director, dated September 22, 2004 regarding<br />

Constituent Services (including Note to Staff about open records requests on page 2 <strong>of</strong> the memo <strong>an</strong>d supporting documentation<br />

developed by DFCS Legal Services); <strong>an</strong>d (2) CPS policy reference 2109.3 <strong>an</strong>d 2109.4 regarding Open Records Request.<br />

BARRIERS TO ACHIEVEMENT:<br />

1 st Quarter Report: Statewide CPS P<strong>an</strong>el has not fulfilled its initial pl<strong>an</strong>s to participate in this project. This project was taken over<br />
