ACCOMPLISHMENTS:<br />

This benchmark was achieved. Social Services M<strong>an</strong>ual Tr<strong>an</strong>smittal 01-13 was released on 12/17/01. This tr<strong>an</strong>smittal revised the<br />

Special Investigations Section <strong>of</strong> the CPS m<strong>an</strong>ual, which includes CPS investigations <strong>an</strong>d private agency foster homes. CPS policy<br />

requirements clearly state, <strong>an</strong>d reference applicable foster care policies, on the screening <strong>of</strong> reports to determine if the allegations<br />

warr<strong>an</strong>t a CPS investigations or <strong>an</strong> assessment <strong>of</strong> foster care staff. Eight training sessions were conducted statewide on this policy.<br />

8 th Quarter Report: Achieved. Per ACF 7 th quarter request: Social Services M<strong>an</strong>ual Tr<strong>an</strong>smittal 01-13 was released statewide on<br />

December 17, 2001. This tr<strong>an</strong>smittal detailed child protective services policy relating to reports <strong>of</strong> child abuse <strong>an</strong>d neglect in DFCS<br />

foster, foster/adoptive, <strong>an</strong>d adoptive homes; reports <strong>of</strong> child abuse <strong>an</strong>d neglect in Private Agency foster, foster/adoptive, <strong>an</strong>d adoptive<br />

homes; <strong>an</strong>d reports <strong>of</strong> child abuse <strong>an</strong>d neglect in residential facilities. Policy requirements describe in detail the CPS intake<br />

procedures, CPS st<strong>an</strong>dards for conducting the investigations, <strong>an</strong>d case documentation requirements for reports in each setting. The<br />

import<strong>an</strong>ce <strong>of</strong> thoroughly screening reports <strong>of</strong> maltreatment was clarified <strong>an</strong>d stressed to assist supervisors in determining the most<br />

appropriate response by the agency. Based on the allegations, the response could be <strong>an</strong> immediate CPS investigation or <strong>an</strong> assessment<br />

by foster care staff if only foster care policy violations are alleged. Eight statewide training sessions on the new policy were<br />

conducted for state <strong>an</strong>d county staff.<br />

8 th Quarter Documentation: Social Services M<strong>an</strong>ual Tr<strong>an</strong>smittal 01-13, Section 2106.4 through 2106.38, which is the policy<br />

documentation requested by ACF.<br />
