Seventy-five new workers were trained per month for J<strong>an</strong>uary, February <strong>an</strong>d march. Attached is a description <strong>of</strong> course content.<br />

Training Course Overview, Foundations <strong>of</strong> Child Welfare (10 1/2 days)<br />

6 th Quarter Federal Response: State should continue to measure the <strong>improvement</strong> <strong>of</strong> this action step in the next subsequent<br />

quarterly reports.<br />

8 th Quarter Report: Achieved: Instead <strong>of</strong> using the QCR to determine the case m<strong>an</strong>ager’s ability to adequately assess underlying<br />

family needs, the new worker pre-test <strong>an</strong>d post-test was used. Pre <strong>an</strong>d post-test were administered to staff completing Core Training<br />

beginning August 04. The assessments used prior to that time were developed to: 1) determine the level <strong>of</strong> knowledge individuals had<br />

in the subject matter that was to be taught, <strong>an</strong>d 2) to measure how well the workers absorbed the training information received. It was<br />

expected that the scores on the pre-assessments, would be lower on the post-assessments. The results confirmed that assumption. The<br />

post-assessment scores were higher th<strong>an</strong> the pre-assessment scores. The difference in scores r<strong>an</strong>ged from five to forty additional<br />

points higher post-assessment.<br />

There were 225 new Social Services staff who received training in the 6 th PIP reporting quarter on the Foundations <strong>of</strong> Child Welfare.<br />

Training curriculum included modules on Family Centered Child Welfare Practice, Cultural Responsiveness, Child Growth <strong>an</strong>d<br />

Development, Interviewing Techniques, <strong>an</strong>d Maltreatment Identification. Three modules specifically geared toward improved<br />

assessment, case m<strong>an</strong>agement, <strong>an</strong>d intervention skills include: Building Skills <strong>an</strong>d Strategies for Effective Interviewing, <strong>an</strong>d Family<br />

Assessment <strong>an</strong>d Risk Assessment. There are 373 new Social Services staff who received training during the 8 th PIP reporting quarter.<br />

Effective July 04 a revised training sequence <strong>an</strong>d curriculum were initiated. This new training for beginning case m<strong>an</strong>agers is a<br />

combination <strong>of</strong> training modalities: On-line policy training, Field Practice activities, <strong>an</strong>d classroom instruction. Safety <strong>an</strong>d risk<br />

assessment are covered in several ways: basic CPS policy <strong>an</strong>d practice are covered in on-line training; this policy is reinforced with<br />

Field Practice activities <strong>an</strong>d in the classroom training. Finally, trainees practice application <strong>of</strong> policy <strong>an</strong>d good practice, safety <strong>an</strong>d<br />

risk, as well as assessment <strong>of</strong> underlying factors contributing to maltreatment in a CPS Application course. In the Application course,<br />

trainees work a sample case <strong>an</strong>d document the process including safety assessment, safety pl<strong>an</strong>s, strength <strong>an</strong>d needs assessment <strong>an</strong>d<br />

case <strong>an</strong>d service pl<strong>an</strong>ning.<br />
