5 th Quarter Report: Partially Achieved. The CPRS is capable <strong>of</strong> reporting the number <strong>of</strong> case pl<strong>an</strong>s with a 'Date <strong>of</strong> Last<br />

Psychological Evaluation'. To date, CPRS reports that 8,598 case pl<strong>an</strong>s indicated a date in the field 'Date <strong>of</strong> Last Psychological<br />

Evaluation'. There were 8,063 case pl<strong>an</strong>s where date was not indicated. The State believes that the QCR process is a better method for<br />

evaluating the completeness <strong>of</strong> assessments for children entering care. The first round <strong>of</strong> QCRs were favorable, in that <strong>of</strong> the 21 cases<br />

reviewed, 80.95% were rated as strength.<br />

6 th Quarter Report: Partially Achieved. To date, CPRS reports that 9323 case pl<strong>an</strong>s (51.67%) indicated a date in the field 'Date <strong>of</strong><br />

Last Psychological Evaluation'. There were 8721 case pl<strong>an</strong>s where a date was not indicated. The State believes that the QCR process<br />

is a better method for evaluating the completeness <strong>of</strong> assessments for children entering care. The second round <strong>of</strong> QCRs continues to<br />

be favorable, in that <strong>of</strong> the 37 cases reviewed, 85.71% were rated as strength.<br />

6 th Quarter Federal Response: O2: State requested extension <strong>of</strong> completion date <strong>an</strong>d revision <strong>of</strong> the benchmark in its Annual<br />

Evaluation/Renegotiation Report. Additionally, the State has included <strong>an</strong> evaluation method <strong>of</strong> 'increased completed <strong>an</strong>d timely<br />

assessments to at least 80%.' What baseline is the State using? Did ACF approve -- the request seems inconsistent with the goal?<br />

O2: Q6 reporting refers to a seemingly arbitrary CPRS data field. Further discussion with the State is needed.<br />

7 th Quarter Report: Continues as partially achieved. From the Final Report <strong>of</strong> the July 2001 CSFR on-site review, a benchmark <strong>of</strong><br />

63.2% <strong>of</strong> children having received adequate services to meet their physical <strong>an</strong>d mental health needs was established. The State set the<br />

goal to increase the timeliness <strong>an</strong>d completion <strong>of</strong> mental health assessments to 80%, which did not ch<strong>an</strong>ge from the originally<br />

approved PIP.<br />

The data element in the CPRS <strong>of</strong> ‘Date <strong>of</strong> Last Psychological Evaluation’ is the one that most closely measures the action step <strong>of</strong><br />

‘completion <strong>of</strong> assessments for all children entering foster care’. The State’s request to add the QCR data as a measurable benchmark<br />

reflects the State’s belief that the internal quality case review process reflects a more thorough method <strong>of</strong> evaluating the mental health<br />

assessment process. The QCR process will assist with data collection on recommendations made during the Child <strong>an</strong>d Family<br />

Comprehensive Assessment (First Placement Best Placement) <strong>an</strong>d the State's ability to provide the recommended resources.<br />
