5 th Quarter Report: Since, the QCRs will continue as <strong>an</strong> ongoing process for evaluating <strong>an</strong>d monitoring the state's child welfare<br />

system, the effectiveness <strong>of</strong> training will be measured in the comparison <strong>of</strong> the first reports from the reviews <strong>an</strong>d the reports from the<br />

second set <strong>of</strong> reviews. The reports from the reviews will be <strong>an</strong>alyzed <strong>an</strong>d compared to determine the training needs <strong>of</strong> staff. These<br />

training needs will be recommended to the newly established Education <strong>an</strong>d Research Section to develop <strong>an</strong>d implement training for<br />

county staff.<br />

6 th Quarter Report: A review <strong>of</strong> the trends from the Qualitative Case Reviews completed during J<strong>an</strong>uary <strong>an</strong>d March will be<br />

completed to assist with determining training needs <strong>of</strong> county staff.<br />

6 th Quarter Federal Response: N13: State requested extension <strong>of</strong> completion date <strong>an</strong>d revision <strong>of</strong> the benchmark in its Annual<br />

Evaluation/Renegotiation Report.<br />

N13: When will the 'review <strong>of</strong> the trends' be completed? The original action step is sound <strong>an</strong>d should be maintained if ACF has not<br />

already approved the Q5 request.<br />

7 th Quarter Report: ACF approved the extension <strong>of</strong> completion date, revision <strong>of</strong> the Action Step <strong>an</strong>d benchmark during the Annual<br />

Evaluation/Renegotiation.<br />

A review <strong>of</strong> trends has not occurred. The report referred to in the Benchmark was contingent upon there actually being training <strong>an</strong>d<br />

policy ch<strong>an</strong>ges based upon the QCR. To date the QCRs have not lead to training or policy ch<strong>an</strong>ges, thus the State has not provided a<br />

report. The State believes that the Child <strong>an</strong>d Family Comprehensive Assessment (First Placement Best Placement) training that<br />

occurred statewide in July 2002 <strong>an</strong>d again in February 2003 has had a positive impact on the provision <strong>of</strong> health care services. The<br />

training was provided for case m<strong>an</strong>ager staff <strong>an</strong>d providers <strong>of</strong> services. The State will not ab<strong>an</strong>don a review <strong>of</strong> the trends to determine<br />

additional training needs. However, it is not likely that a trends review will occur during this PIP implementation period.<br />

A cumulative Qualitative Case Review for the 10 month period 10/03 - 06/04 rated meeting the child's physical health needs as a<br />

strength in 59 cases (85.50%).<br />

8 th Quarter Report: Achieved: In the CFSR final report, the health indicators (physical health <strong>an</strong>d mental health) indicated 63.3%<br />

subst<strong>an</strong>tial conformity. The Georgia QCRs completed to date show a signific<strong>an</strong>t <strong>improvement</strong> in the health indicator r<strong>an</strong>ging from<br />

78.38% (2 nd QCR) to a high <strong>of</strong> 91.67% (1 st QCR). The cumulative for the physical health indicator showed 86.27% strength. At this<br />

time there are no additional training or policy recommendations.<br />
