4 th Quarter Federal Response: How do you pl<strong>an</strong> to examine policy <strong>an</strong>d training effectiveness for DFCS staff <strong>an</strong>d private providers?<br />
5 th Quarter Report: After <strong>an</strong>alysis <strong>of</strong> accumulative reports from the QCR reviews, the state will determine the training <strong>an</strong>d policy<br />
needs <strong>of</strong> the county staff. With the part II <strong>of</strong> the reenrollment process, the state will determine the training needs <strong>of</strong> private providers.<br />
The first QCR Report is attached as a part <strong>of</strong> the 5 th Quarterly progress report<br />
6 th Quarter Report: A review <strong>of</strong> the trends from the Qualitative Case Reviews completed during J<strong>an</strong>uary <strong>an</strong>d March will be<br />
completed to assist with determining training needs <strong>of</strong> county staff.<br />
Training <strong>of</strong> First Placement/Best Placement providers has continued ongoing. Revisions in the Comprehensive Child <strong>an</strong>d Family<br />
Assessment st<strong>an</strong>dards were completed in December 2003 <strong>an</strong>d approved for circulation to county staff <strong>an</strong>d private providers in J<strong>an</strong>uary<br />
2004. Training incorporated the policy revisions <strong>an</strong>d integrated deficiencies noted in assessments reviewed by the State Provider<br />
Review Committee during the re-enrollment in 2003.<br />
6 th Quarter Federal Response: N12: State requested extension <strong>of</strong> completion date <strong>an</strong>d revision <strong>of</strong> the benchmark in its Annual<br />
Evaluation/Renegotiation Report.<br />
N12: When will the 'review <strong>of</strong> the trends' be completed? The original action step is sound <strong>an</strong>d should be maintained if ACF has not<br />
already approved the Q5 request.<br />
7 th Quarter Report: ACF approved the extension <strong>of</strong> completion date <strong>an</strong>d revisions to the Action Step <strong>an</strong>d benchmark in the Annual<br />
Evaluation/Renegotiations.<br />
A review <strong>of</strong> trends has not occurred. The report referred to in the Benchmark was contingent upon there actually being training <strong>an</strong>d<br />
policy ch<strong>an</strong>ges based upon the QCR. To date the QCRs have not lead to training or policy ch<strong>an</strong>ges, thus the State has not provided a<br />
report. The State believes that the Child <strong>an</strong>d Family Comprehensive Assessment (First Placement Best Placement) training that<br />
occurred statewide in July 2002 <strong>an</strong>d again in February 2003 had a positive impact on the provision <strong>of</strong> health care services. The<br />
training was provided for case m<strong>an</strong>ager staff <strong>an</strong>d providers <strong>of</strong> services. The State will not ab<strong>an</strong>don a review <strong>of</strong> the trends to determine<br />
additional training needs. It is not likely that a trends review report (from the QCR data) will occur during this PIP implementation<br />
period. In October 2003 a Trend Analysis Report was produced via the States’ regular case record desk reviews. A copy <strong>of</strong> that<br />
report is attached.<br />
