information <strong>an</strong>d technical assist<strong>an</strong>ce session was held for approximately eight (8) providers who were not approved as they did not<br />

meet the st<strong>an</strong>dards <strong>an</strong>d or requirements. As a result <strong>of</strong> this technical assist<strong>an</strong>ce session, at least six <strong>of</strong> the providers were approved<br />

following this session. Reviewing the applications <strong>an</strong>d assessments from the Private providers assisted the state in determining if the<br />

providers are following the st<strong>an</strong>dards <strong>an</strong>d guidelines for completing comprehensive assessments <strong>an</strong>d providing wrap-around services.<br />

The E & R unit has selected three counties to begin qualitative reviews (Clayton, Fr<strong>an</strong>klin, <strong>an</strong>d Lowndes). Four (4) cases will be<br />

selected from Lowndes <strong>an</strong>d Four cases from Clayton County. One case will be selected from Fr<strong>an</strong>klin County. The Consultation <strong>an</strong>d<br />

Support unit will provide assist<strong>an</strong>ce in this process by interviewing the stakeholders. A report will be available in J<strong>an</strong>uary 04. Reviews<br />

will continue until approximately 180 cases are selected from across the state by September 2004.<br />

4 th Quarter Federal Response: State is behind in completion date <strong>of</strong> this action step.<br />

5 th Quarter Report: The QCRs will continue until all counties have been reviewed. The first report was available in J<strong>an</strong>uary 2004 see<br />

attached. Twelve County <strong>Department</strong>s were reviewed during the reporting period.<br />

5 th Quarter DOCUMENTATION: Social Services Quarterly Report, Qualitative Case Reviews, October 2003 -- December 2003.<br />

6 th Quarter Report: The Social Services qualitative case reviews were conducted in sixteen (16) county department <strong>of</strong>fices during<br />

J<strong>an</strong>uary through March 2004. Fulton County DFCS was included in this review. A report on the Qualitative Review is attached.<br />

Evident in the reviews is that children in foster care have a comprehensive child <strong>an</strong>d family assessment. An identified strength from<br />

the reviews is the array <strong>of</strong> services provided to parents to support their case pl<strong>an</strong> goals such as, alcohol/drug assessments <strong>an</strong>d<br />

treatment. In 29 <strong>of</strong> the 37 cases reviewed, the indicator was rated as a strength. Children received routine medical <strong>an</strong>d dental care <strong>an</strong>d<br />

follow-up as required. The eight cases identified as needing <strong>improvement</strong>-lacked evidence <strong>of</strong> appropriate medical <strong>an</strong>d dental care for<br />

children.<br />

N8: The QCR data cited in the Q6 report indicates a 13 percentage point decline from the previous QCR!<br />

7 th Quarter Report: ACF approved the requested ch<strong>an</strong>ges during Annual Evaluation/Renegotiations. In the 6 th report above, the<br />

State reported that 16 county <strong>of</strong>fices (thirty-seven cases) were reviewed <strong>an</strong>d not 13 as indicated in the ACF response. For clarity,<br />

during the Oct. – December 2003 QCR 12 county <strong>of</strong>fices (twenty-five cases) were reviewed <strong>an</strong>d reported on. During the J<strong>an</strong>uary –<br />
