Services Section provides monthly the Uniformed Accounting System (UAS) report detailing the expenditures in the First<br />

Placement/Best Placement Comprehensive Child <strong>an</strong>d Family Assessment (UAS 511) <strong>an</strong>d Wrap-Around (UAS 518) services.<br />

Attached is the FY 05 UAS 518 report, which details by county the expenditures, used in wraparound services <strong>an</strong>d the number <strong>of</strong><br />

clients served. Based upon the UAS 518 Monthly Expenditures by Service/Treatment, In-Home Case M<strong>an</strong>agement is the most widely<br />

used service under Wrap-Around followed by In-Home Intensive Treatment. In-Home Case M<strong>an</strong>agement provides case m<strong>an</strong>agement<br />

assist<strong>an</strong>ce to families in completing the defined goals <strong>an</strong>d steps <strong>of</strong> the Case Pl<strong>an</strong>. In-Home Intensive Treatment provides therapeutic<br />

<strong>an</strong>d/or clinical services for a family in preparation for the safe return <strong>of</strong> a child <strong>an</strong>d/or to maintain <strong>an</strong>d stabilize a child’s current<br />

placement.<br />

Approximately sixteen million was expended in 2003 to provide Wrap-Around services to children <strong>an</strong>d families in Georgia.<br />

BARRIERS TO ACHIEVEMENT:<br />

N8 ACTION STEPS:<br />

Georgia will complete <strong>an</strong> <strong>an</strong>nual statewide review <strong>of</strong> the First Placement/Best Placement Program to include on<br />

site case reviews <strong>of</strong> 50 r<strong>an</strong>domly selected cases. This review will be similar to the federal on site review.<br />

Children, caregivers/families <strong>an</strong>d other stakeholders will be interviewed. Fulton will be included at each <strong>an</strong>nual<br />

review. 2 nd Quarter addition per ACF request: The qualitative review process will allow the team to<br />

determine the following: the effectiveness <strong>of</strong> the First Placement, Best Placement assessment in reducing the<br />

number <strong>of</strong> moves a child experiences while in foster care; the percent <strong>of</strong> children who re-enter foster care, the<br />

length <strong>of</strong> time to achieve perm<strong>an</strong>ency; the percentage <strong>of</strong> children in foster care who are abused <strong>an</strong>d neglected;<br />

<strong>an</strong>d the success <strong>of</strong> case m<strong>an</strong>agers implementing the service recommendations for children <strong>an</strong>d families<br />

indicated in the FP/BP assessment. Georgia will continue to assess the effectiveness <strong>an</strong>d impact <strong>of</strong> the First<br />
