2 nd Quarter Report: The four foster care consult<strong>an</strong>ts assigned to monitor the PIP will receive training in the qualitative review<br />

process by previously trained staff. After which, the Consult<strong>an</strong>ts will train County Supervisors on the process <strong>an</strong>d assist with the<br />

review <strong>of</strong> cases.<br />

2 nd Quarter Federal Response: EXPLAIN WHY THIS GOAL HAS NOT BEEN FULLY ACHIEVED<br />

3 rd Quarter Report: The Foster Care Unit is moving towards developing <strong>an</strong> Access database to assist in identifying placement<br />

resource gaps. The Division's implementation <strong>of</strong> the Assessment component <strong>of</strong> First Placement/Best Placement will continue to<br />

provide information on placement needs <strong>an</strong>d services <strong>of</strong> children, parents <strong>an</strong>d foster parents for reporting. The CPRS System has been<br />

enh<strong>an</strong>ced to require documentation about the dates <strong>of</strong> the last medical, dental <strong>an</strong>d psychological assessments. If <strong>an</strong>y <strong>of</strong> these fields are<br />

missing <strong>an</strong> expl<strong>an</strong>ation is required. Additionally, CPRS allows for a free form field to record other relev<strong>an</strong>t medical <strong>an</strong>d psychological<br />

information.<br />

3 rd Quarter Federal Response: Have you completed monthly-by-monthly county report?<br />

4 th Quarter Report: A monthly-by-monthly report has not been implemented. An Access database has not been developed to assist in<br />

identifying placement resource gaps, however with CPRS, tracking the types <strong>of</strong> placements recommended from the MDT will be<br />

available in 12/03. Consideration will also be given to capturing the actual placement recommended <strong>an</strong>d the actual type <strong>of</strong> placement<br />

available for the child. Also through CPRS, information on perm<strong>an</strong>ency recommendations will be captured along with all information<br />

recommended from the MDT meeting. Once, CPRS is updated with these features, a quarterly report will be feasible for the<br />

department instead <strong>of</strong> a monthly report.<br />

The department is moving toward a leveling system <strong>of</strong> all children when they enter foster care. This will entail <strong>an</strong> assessment <strong>of</strong> the<br />

child's emotional <strong>an</strong>d physical needs to determine <strong>an</strong> appropriate placement. The child will have a comprehensive child <strong>an</strong>d family<br />

assessment within thirty days <strong>of</strong> placement in foster care, which will reinforce the initial placement recommendation, or support the<br />

need for <strong>an</strong> alternative placement.<br />

4 th Quarter Federal Response: State is behind in the original projected completion date <strong>of</strong> this action step. A monthly-by- monthly<br />

report has not been implemented.<br />

5 th Quarter Report: The enh<strong>an</strong>cements for CPRS were added in 12/03. The system now has the capability to capture data reported<br />

from the Multi-Disciplinary Team Meeting such as the service needs <strong>an</strong>d recommendations <strong>of</strong> the child. A pilot <strong>of</strong> county staff is<br />
