After this training, fourteen (14) provider agencies agreed to partake in the execution <strong>of</strong> the pilot, which will extend through August<br />

30, 2004.<br />

Implementation <strong>of</strong> the pilot will provide <strong>an</strong> opportunity to determine if the MDTs are occurring <strong>an</strong>d if the post subst<strong>an</strong>ce abuse<br />

counseling, monitoring <strong>an</strong>d support are being identified in CPRS. The quality <strong>of</strong> service provision remains with the QCR reporting.<br />

The pilot will also examine the effect if <strong>an</strong>y on the judicial process once the Juvenile Court Judge reviews the assessment information<br />

from the CPRS system.<br />

Technical Assist<strong>an</strong>ce will be provided to staff <strong>an</strong>d approved FP/BP providers participating in the pilot. At the conclusion <strong>of</strong> the pilot,<br />

reports will be developed <strong>an</strong>d generated from CPRS <strong>an</strong>d <strong>an</strong> evaluation <strong>of</strong> the service needs <strong>of</strong> children <strong>an</strong>d families will begin to<br />

determine the TA needed by county staff <strong>an</strong>d private providers. Also, the QCR reviews will assist in monitoring the coordination <strong>of</strong><br />

services for children <strong>an</strong>d families as recommended in the FP/BP Comprehensive Child <strong>an</strong>d Family Assessment.<br />

The DFCS/<strong>Department</strong> <strong>of</strong> Public Health (DPH)/<strong>Department</strong> <strong>of</strong> Community Health (DCH) collaboration continues regarding the<br />

coordination <strong>of</strong> health care services for children in foster care. DCH encountered technical difficulties with their electronic systems<br />

<strong>an</strong>d therefore was delayed in providing the roster <strong>of</strong> Medicaid eligible children in foster care to DPH. Now that the roster is available,<br />

efforts will begin to assure that there is appropriate follow-up <strong>an</strong>d sharing <strong>of</strong> communication between DFCS <strong>an</strong>d DPH. A training<br />

session has been scheduled on 7/28/04 in Forsyth County with DPH staff to discuss the next steps for DPH <strong>an</strong>d DFCS collaboration.<br />

8 th Quarter Report: Partially Achieved. During the statewide training <strong>of</strong> First Placement Best Placement in 2002 <strong>an</strong>d 2003,<br />

instruction was given to county <strong>an</strong>d regional staff in the application <strong>of</strong> information collected during the assessment process. This<br />

same training is provided in Back to Basics Training for all FP/BP providers. The use <strong>of</strong> In-Home Intensive Treatment services<br />

through Wrap-Around services to support the parent/<strong>an</strong>d or child in the treatment <strong>of</strong> subst<strong>an</strong>ce abuse is also examined.<br />

Features were added in December 2003 to the Case Pl<strong>an</strong> Reporting System (CPRS), which enabled First Placement/Best Placement<br />

Providers to enter information from the Comprehensive Child <strong>an</strong>d Family Assessment <strong>an</strong>d the MDT meeting into the system. Dekalb<br />

<strong>an</strong>d Troop County were selected to participate in a pilot using approved providers <strong>an</strong>d placement case m<strong>an</strong>agers to implement the<br />

process. The First Placement/Best Placement Providers were trained on accessing the system <strong>an</strong>d entering the information from the<br />

assessment by the court <strong>improvement</strong> project. Staff from the state <strong>of</strong>fice trained DFCS placement workers in Troop <strong>an</strong>d Dekalb<br />

County. There are currently fifteen cases onwhich providers have entered information from the assessment into CPRS. The First<br />
