The CPRS has been enh<strong>an</strong>ced to capture data reported from the Multi-Disciplinary Team Meeting. Approved FP/BP assessment providers access the CPRS system <strong>an</strong>d enter the MDT date <strong>an</strong>d service<br />

recommendations for the child <strong>an</strong>d family. The reporting functionality has not been realized.<br />

Item 23 Mental Health <strong>of</strong> Child:<br />

A work group was established that included representation from the Division <strong>of</strong> Mental Health, Mental Retardation <strong>an</strong>d<br />

Subst<strong>an</strong>ce Abuse (MHDDAD), the Office <strong>of</strong> the Child Advocate, the Douglas County Juvenile Court, the Devereux Treatment<br />

Network, DFCS Evaluation <strong>an</strong>d Reporting Section, DFCS Information Technology Section, <strong>an</strong>d the DFCS Social Services<br />

Section. The QCR rated this indicator a strength in 90% <strong>of</strong> the applicable records.<br />

Item O is composed <strong>of</strong> three goals. Of the twelve action steps, eleven are achieved.<br />

The first goal, Identify or develop a uniform process to ensure that children have access to a statewide mental health assessment that is timely <strong>an</strong>d comprehensive, consists <strong>of</strong><br />

five action steps. All five steps were achieved. The accomplishments for each action step are as follows:<br />

1. The use <strong>of</strong> the First Placement Best Placement (FPBP) Assessment was exp<strong>an</strong>ded to include the gathering <strong>an</strong>d tracking <strong>of</strong> information on mental health assessments.<br />

2. Fields were added to the Case Pl<strong>an</strong> Reporting System (CPRS) to track dates <strong>of</strong> mental health assessments. The Qualitative Case Review (QCR) process added <strong>an</strong><br />

additional level <strong>of</strong> oversight to tracking the completion <strong>of</strong> mental health assessments.<br />

3. A multi-agency work sub-group (Mental Health, Physical Health, <strong>an</strong>d DFCS) was established <strong>an</strong>d selected appropriate assessment instruments.<br />

4. The development <strong>an</strong>d implementation <strong>of</strong> a protocol to share mental health information. Health Insur<strong>an</strong>ce Portability <strong>an</strong>d Accountability Act (HIPAA) regulations were<br />

developed <strong>an</strong>d disseminated to the field.<br />

5. Supervisory tool in CPRS was developed <strong>an</strong>d made available on line to assist in ensuring that mental health assessment findings are followed.<br />

The second goal, Case m<strong>an</strong>agers have the capacity to work closely with children <strong>an</strong>d families in order to ensure sustained access to needed treatment resources, consists <strong>of</strong> one<br />

action step. This step was achieved.<br />

1. Both the case m<strong>an</strong>ager’s <strong>an</strong>d the supervisor’s Perform<strong>an</strong>ce M<strong>an</strong>agement Pl<strong>an</strong> (PMP) were revised to include focus on the mental health needs <strong>of</strong> the child <strong>an</strong>d family as<br />

noted in the FPBP assessment. This Perform<strong>an</strong>ce M<strong>an</strong>agement Pl<strong>an</strong> (PMP) is in effect for State FY 2005, 7/04 – 6/05.<br />

The third goal, Development <strong>of</strong> a statewide vision for coordinated service delivery system to children <strong>an</strong>d families, consists <strong>of</strong> six<br />

action steps. Five action steps have been achieved.<br />

2. Resource lists <strong>an</strong>d web sites for services across the state have been identified.<br />

3. CPRS has been amended to allow provider <strong>an</strong>d juvenile court web entry <strong>of</strong> assessment information. Pilot sites for this function have been<br />

selected <strong>an</strong>d trained. Information is being entered beginning in 8/04.<br />
