ACCOMPLISHMENTS:<br />

Achieved: As Part <strong>of</strong> the First Placement/Best Placement initiative in February 2001 policy was implemented that requires every child<br />

that enters foster care in Georgia <strong>an</strong>d remains in foster care after 72 hour hearing to have a First Placement, Best Placement<br />

Assessment. With the assessment it is also required that a MDT meeting is held to determine the service needs <strong>of</strong> the child <strong>an</strong>d family.<br />

The MDT meeting is held within the first 30 to 60 days <strong>of</strong> a child's placement in foster care. To monitor the effectiveness <strong>of</strong> the FPBP<br />

assessment as well as the MDT, four foster care consult<strong>an</strong>ts have been assigned to the 12 regions. These consult<strong>an</strong>ts will conduct<br />

onsite reviews, which are scheduled to begin in February 2003. CPRS will also provide a monitoring mech<strong>an</strong>ism in which case<br />

m<strong>an</strong>ager are required to enter the date the FPBP assessment was initiated <strong>an</strong>d the date the MDT meeting was held <strong>an</strong>d <strong>an</strong>y service<br />

needs <strong>an</strong>d recommendations <strong>of</strong> the child <strong>an</strong>d family. The four consult<strong>an</strong>ts will conduct onsite reviews <strong>of</strong> r<strong>an</strong>domly selected cases with<br />

various counties along with Fulton County to assess if the private providers are meeting the st<strong>an</strong>dards for the FPBP assessment <strong>an</strong>d if<br />

the county staff is implementing the service recommendations indicated for the child <strong>an</strong>d family at the MDT team meeting with the<br />

use <strong>of</strong> wrap around funds. The reviews will aide in determining if the county staff is initiating assessments on every child that enters<br />

<strong>an</strong>d remains in foster care after the 72-hour hearing. Actions for next quarter: The onsite reviews are not scheduled to begin until<br />

February 2003 after training <strong>of</strong> DFCS staff <strong>an</strong>d private providers. Once the reviews are conducted, compilation <strong>of</strong> data collected is<br />
