7 th Quarter Report: In response to the federal comment above, the State still requests the deletion <strong>of</strong> this item. As pointed out, the<br />
QCR for the last reporting period, in addition to the most recent QCR (a cumulative report ending June 2004), does demonstrate <strong>an</strong><br />
increasing involvement <strong>of</strong> the child <strong>an</strong>d family in the case pl<strong>an</strong>ning process. (See documentation below regarding the review <strong>of</strong> 68<br />
cases, <strong>of</strong> which 70.59% indicated this item as a strength). In addition, Item 17 <strong>of</strong> this same document reveals that out <strong>of</strong> 67 cases read,<br />
66 cases received a Child <strong>an</strong>d Family Comprehensive Assessment (First Placement Best Placement). The Multi-Disciplinary Team<br />
staffing is part <strong>of</strong> the process <strong>an</strong>d is very similar to the “concept” <strong>of</strong> family group conferencing, except that a team <strong>of</strong> pr<strong>of</strong>essionals<br />
also participates in the staffing with the family. Either strategy involves families in pl<strong>an</strong>ning. The State’s earlier strategy <strong>of</strong> a “family<br />
group conference” is duplicative.<br />
7 th Quarter DOCUMENTATION: QCR, October 2003 – June 2004 (Cumulative Report)<br />
8 th Quarter Report: The state's latest QCR results are not favorable regarding child <strong>an</strong>d family involvement in case pl<strong>an</strong>ning <strong>an</strong>d<br />
indicates a signific<strong>an</strong>t decrease in the child <strong>an</strong>d family involvement in case pl<strong>an</strong>ning. The states cumulative rating (10/2003 -<br />
09/2004) was 65% in compli<strong>an</strong>ce. It appears that while case m<strong>an</strong>agers comprehend the concept <strong>of</strong> family centered practice (see action<br />
step J1) good practice is occurring in 65% <strong>of</strong> the cases reviewed. This information has been passed on to the State's Training Section<br />
<strong>an</strong>d to Deputy Administrators over the Regional/Field Directors.<br />
