8 th Quarter Report: Achieved. As the QCR process continues, areas with signific<strong>an</strong>t declines or lack <strong>of</strong> <strong>improvement</strong> will be<br />

targeted for new worker <strong>an</strong>d on-going training <strong>an</strong>d applicable policy ch<strong>an</strong>ges. A memor<strong>an</strong>dum outlining these areas was developed to<br />

support the Education <strong>an</strong>d Training Services Section in pl<strong>an</strong>ning didactic <strong>of</strong>ferings as well as for the regions to assist them in pl<strong>an</strong>ning<br />

remedial supportive efforts. The memo addressed case pl<strong>an</strong>ning deficiencies, lack <strong>of</strong> underst<strong>an</strong>ding <strong>of</strong> perm<strong>an</strong>ency options/pl<strong>an</strong>ning,<br />

need for cross training <strong>of</strong> CPS <strong>an</strong>d placement case m<strong>an</strong>agers, <strong>an</strong>d training in the early identification <strong>of</strong> relative resources.<br />

The entire foster parent policy was revised <strong>an</strong>d released in September 2004. This section focuses on the training <strong>an</strong>d evaluation <strong>of</strong><br />

foster parents. The policy <strong>an</strong>d the comp<strong>an</strong>ion pre-service training, IMPACT, is expected to positively impact Item 06:Stability <strong>of</strong><br />

Foster Care Placement (emphasis in pre-service training), Item 17: Needs <strong>an</strong>d Services to (Child, Parents <strong>an</strong>d) Foster Parents (preservice<br />

<strong>an</strong>d on-going training), <strong>an</strong>d Item 02: Repeat Maltreatment (strengthen assessment <strong>an</strong>d pre-service training). Additionally,<br />

updated foster care policy on provisions <strong>an</strong>d procedures for referral <strong>of</strong> a child under the age <strong>of</strong> 3 who is involved in a subst<strong>an</strong>tiated<br />

case <strong>of</strong> child abuse or neglect to early intervention services has been released. The IMPACT curriculum <strong>an</strong>d Social Services Policy<br />

1014 has been previously submitted as documentation 7 th Quarter Item 2.<br />
