5 th Quarter Report: CPRS will be available for inclusion <strong>of</strong> the required information by December 2003 (data fields will be<br />

available). Reports will then be automatically generated. Quarterly reports will be established. Some refinements in reporting<br />

requirements are still necessary. However, reporting should begin in J<strong>an</strong>uary 2004.<br />

6 th Quarter Report: CPRS does have the necessary fields added to address this action step. However, training to the county staff<br />

must be implemented so that the fields will be utilized. Currently, county staff are not using the fields <strong>an</strong>d thus, no reports are<br />

available. Additionally, CPRS pl<strong>an</strong>ning meetings have been held to ensure that perm<strong>an</strong>ency pl<strong>an</strong>ning for non-reunification <strong>an</strong>d<br />

adoption goals <strong>an</strong>d pl<strong>an</strong>ning for aftercare are updated in CPRS.<br />

6 th Quarter Federal Response: I7: Subsequent to the provision <strong>of</strong> training, the State will have to allow time for usage <strong>an</strong>d then build<br />

a report. Is the renegotiated goal date reasonable? Given extensive delays in beginning the work for I6 <strong>an</strong>d I7, it is possible that these<br />

steps will not be completed prior to the close <strong>of</strong> the PIP implementation period.<br />

7 th Quarter Report: Dekalb County DFCS <strong>an</strong>d Troop County DFCS were selected to participate in the pilot <strong>of</strong> the Child <strong>an</strong>d Family<br />

Comprehensive Assessment (First Placement/Best Placement) CPRS enh<strong>an</strong>cements. In June, Georgia’s Court Improvement Project<br />

(CIP) provided pilot training to seventeen (17) approved provider agencies on entering the assessment information into the CPRS<br />

system. After this training, fourteen (14) provider agencies agreed to partake in the execution <strong>of</strong> the pilot, which will extend through<br />

August 30, 2004.<br />

Implementation <strong>of</strong> the pilot will provide <strong>an</strong> opportunity to determine if the MDTs are occurring <strong>an</strong>d if the post subst<strong>an</strong>ce abuse<br />

counseling, monitoring <strong>an</strong>d support are being identified in CPRS. The quality <strong>of</strong> service provision remains with the QCR reporting.<br />

The pilot will also examine the effect if <strong>an</strong>y on the judicial process once the Juvenile Court Judge reviews the assessment information<br />

from the CPRS system.<br />

Technical Assist<strong>an</strong>ce will be provided to staff <strong>an</strong>d approved FP/BP providers participating in the pilot. At the conclusion <strong>of</strong> the pilot,<br />

reports will be developed <strong>an</strong>d generated from CPRS <strong>an</strong>d <strong>an</strong> evaluation <strong>of</strong> the service needs <strong>of</strong> children <strong>an</strong>d families will begin to<br />

determine the TA needed by county staff <strong>an</strong>d private providers. Also, the QCR reviews will assist in monitoring the coordination <strong>of</strong><br />

services for children <strong>an</strong>d families as recommended in the FP/BP Comprehensive Child <strong>an</strong>d Family Assessment.<br />

Once the pilot is complete, the state will assess from the reports the recommended placements for children <strong>an</strong>d the perm<strong>an</strong>ency<br />

recommendations. The gaps in services will be determined by examining the recommended placement to the actual placement <strong>of</strong> the<br />

child after the assessment is complete.<br />

It is unlikely that this action step will be completed prior to the close <strong>of</strong> the PIP implementation period. The State will not ab<strong>an</strong>don<br />

the efforts <strong>of</strong> the action step should completion not occur.<br />
