BENEFIT RECOVERY (<strong>CLAIMS</strong>) <strong>HANDBOOK</strong><br />
DISQUALIFIED RECIPIENT SUBSYSTEM (DRS)<br />
DRS is a federal database used nationwide to track individuals who are disqualified for Intentional<br />
Program Violation in the Food Stamp program only. The subsystem is built on the Social Security<br />
number <strong>of</strong> the disqualified individual and is updated monthly with the national system. The DRS1<br />
screen indicates whether the disqualification has been served, the number <strong>of</strong> prior<br />
disqualifications and the telephone number <strong>of</strong> a contact person for verification <strong>of</strong> data. DRS data<br />
is permanent and must be supported by disqualification documentation.<br />
a) Use contact # on the DRS screen to verify the status <strong>of</strong> the disqualification and<br />
obtain additional information.<br />
b) Determine if a claim balance exists and if the claim may be transferred to<br />
Georgia (if out <strong>of</strong> state).<br />
c) Obtain claim file <strong>of</strong> any unpaid claim balance if the disqualification occurred<br />
in GA<br />
d) Continue the disqualification based on verbal confirmation. Document in<br />
SUCCESS.<br />
e) Obtain written confirmation as soon as possible.<br />
The individual has a right to challenge the accuracy <strong>of</strong> DRS data and/or view the DRS<br />
record. If the accuracy is challenged, postpone imposing the disqualification in SUCCESS<br />
until verification is received.<br />
To Update DRS:<br />
1. Access OMEN – K (DRS sub-system update) with recipient’s SSN.<br />
2. Enter update code A (add)<br />
3. Enter start date, decision date, county code, disqualification type “I” and counter (1,<br />
2, 3) from OPIC disposition letter and ENTER.<br />
Disqualifications must be entered into DRS immediately upon receipt and are effective<br />
according to FS policy.<br />
• Start date must be the 1 st day <strong>of</strong> the subsequent month for a disqualification<br />
obtained via Administrative Disqualification Hearing or WDH.<br />
• Start date may be the 1 st day <strong>of</strong> the 2 nd subsequent month if the<br />
disqualification resulted from a consent agreement or prosecution if<br />
necessary to prevent an agency error claim from occurring on an active case.<br />
Example:<br />
IPV dispositioned or Consent agreement is signed May 30 th ; OPIC disposition letter is<br />
dated June 2 nd .<br />
For ADH or WDH - decision date is May 30 th . Start date is June 1 st ; an agency error<br />
overpayment may exist if the case is active.<br />
For Consent Agreement (PAC) and Prosecution – decision date is May 30 th . Start date may<br />
be July 1 st (within 45 days) to prevent an agency error claim for June if case is currently<br />
active. If case is currently closed, use June 1 st start date.<br />
Advise OPIC immediately if information received on the disposition letter is contradictory to<br />
what is already entered on DRS.<br />
