BENEFIT RECOVERY (<strong>CLAIMS</strong>) <strong>HANDBOOK</strong><br />
Federal Benefits are <strong>of</strong>fset as follows:<br />
• Federal Tax Refunds – balance <strong>of</strong> debt up to 100% <strong>of</strong> the refund due to the debtor.<br />
Includes Earned Income Tax Credit (EITC) as well as other tax credits.<br />
• Federal Salaries – each pay period by 15%<br />
• Federal Retirement benefits – each month by 25%<br />
• Vendor payments made to Federal contract employees - 100%<br />
• RSDI – benefits which exceed $750 per month by 15% or by the amount that the<br />
benefit exceeds $750, whichever is less. (An additional notification to the 60-day<br />
notice is sent by the <strong>Department</strong> <strong>of</strong> Treasury Financial Management Service).<br />
A non-refundable federal fee is charged each time a debt is <strong>of</strong>fset. ALL financial<br />
transactions relating to TOP <strong>of</strong>fsets are completed by the Claims / Collections Unit. If the<br />
county determines a posting is in error, the Claims / Collections Unit must be notified to<br />
complete any adjustments or refunds.<br />
When the county becomes aware <strong>of</strong> demographic changes, (ie. name change, address<br />
change, SSN corrections, etc.):<br />
• Update information in SUCCESS.<br />
• Notify Claims / Collections Unit staff and include:<br />
1. case number and SSN<br />
2. prior name in SUCCESS<br />
3. current name<br />
