Collection will not be suspended during the process <strong>of</strong> a hearing based on the<br />
recoupment amount.<br />
• Amount Above Formula Recoupment<br />
The debtor may choose to have an amount higher than the formula calculation<br />
recouped each month. The higher amount must be reflected on a repayment<br />
agreement. Complete the Recovery Schedule, entering “A” as the recovery mode<br />
and the elected amount to be recouped as the recovery amount. SUCCESS will<br />
automatically revert to recouping the formula amount if case circumstances cause<br />
the formula amount to exceed the elected amount.<br />
Underpayment Offset<br />
Underpayments resulting from historical corrections made to regular monthly<br />
benefits are subject to benefit <strong>of</strong>fset. If an overpayment and underpayment are<br />
processed together and the overpayment is greater than the underpayment, one<br />
claim will be created with the difference as the claim balance. If there is an existing<br />
claim and an underpayment is created, the underpayment will be <strong>of</strong>fset against the<br />
existing claim balance unless the claim has been suspended.<br />
DO NOT apply an underpayment against an unpaid claim when:<br />
• an initial allotment is issued<br />
• benefits are reinstated<br />
• benefits are replaced as a result <strong>of</strong> loss through a disaster<br />
• initial benefits are expunged<br />
• supplemental benefits are issued as a result <strong>of</strong> an expedited change (i.e.,<br />
additional <strong>of</strong> an AU member or a decrease in gross monthly income <strong>of</strong> $50 or<br />
more)<br />
To avoid erroneous <strong>of</strong>fsets, all claims must be suspended before underpayment not<br />
subject to <strong>of</strong>fset is released for issuance. If erroneous <strong>of</strong>fset occurs, the claim<br />
balance must be corrected and the benefits issued. Refer to page 32,<br />
Benefits Posted In Error and Issuing Reinstated Benefits handout in Appendix.<br />
