The global economy is recovering some from cyclical lows, but US economic growth<br />
in the upper Midwest has been slower than normal on public sector deficit spending,<br />
that has slowed private sector job growth, that has depressed consumer confidence<br />
and consumption, that continues to depress demand, and keep private job growth<br />
very slow. US residential markets are up very slightly from a very low base and<br />
commercial construction activity is at historically low levels. Residential activity has<br />
improved nicely in western <strong>Canada</strong> over the last 12 months, but commercial<br />
construction has yet to follow those upward trends. On the bright side we are<br />
enjoying continued strong construction activity in Manitoba and Saskatchewan and it is interesting to note that<br />
North and South Dakota are doing a little better than the US average.<br />
We don’t have much control over the economy, so we just focus on what we can control and that is our<br />
mission of Helping Build Your Success by being both Your Source for construction materials and Your<br />
Resource for the know-how and problem solving that come through 56 years of dedicated service to the<br />
industry. We stock a wide range of products including geotextiles, erosion control, concrete and masonry<br />

New Canadian Volatile Organic Compound Limits for<br />
Architectural Coatings Regulations<br />
New Canadian regulations impose restrictions on acceptable Volatile Organic Compound (VOC)<br />
content of a variety of coating products. The new regulations set out obligations applicable to the<br />
manufacturers, importers and sellers (suppliers, wholesalers, retailers) of regulated architectural<br />
coatings. These include products such as paints, stains, varnishes, lacquers and other types of<br />
coatings applied to traffic surfaces or to a wide variety of stationary structures in residential,<br />
commercial, institutional and industrial settings.<br />
What Are Volatile Organic Compounds:<br />
•VOC emissions from the architectural coating sector result from the use of solvents in both<br />
solvent-based and water-based coatings. The solvents in coatings are released into the atmosphere<br />
by evaporation during the drying and curing process. They then contribute to the formation of<br />
ground-level ozone and particulate matter, which form smog.<br />
Covered Products:<br />
•The regulations set mandatory VOC concentration limits and prohibit the manufacture, importation<br />
and sale of 53 categories of architectural coatings containing VOCs in concentrations in excess of<br />
stipulated limits. These can be viewed at www.ec.ca/ceparegistry.<br />
Timeline:<br />
•For most of the regulated coatings, the manufacture and import prohibition takes effect on<br />
September 9, <strong>2010</strong>. For a few categories, the prohibition comes into effect on September 9, 2012 or<br />
on September 9, 2014.<br />
•The regulations allow a two year “sell-through” period during which non-compliant product in<br />
inventory in <strong>Canada</strong> on September 9, <strong>2010</strong> may continue to be sold. After that, all sales of product<br />
not in compliance with the new regulations will be prohibited. For most coatings, this means that the<br />
stop-selling date will be September 9, 2012.<br />
<strong>Brock</strong> <strong>White</strong> <strong>Canada</strong> Company, as a distributor of some of these coating products, will attempt to<br />
maintain a list as to what products are affected by these new regulations so you can be aware of these,<br />
and plan your purchases accordingly. The information that we provide is based on what the<br />
manufacturers have supplied to us.<br />
Please review the application instructions for all coatings moving forward as they may have changed in<br />
the reformulation of some products to meet the new requirements.<br />

The project consisted of upgrading and<br />
expanding the existing ring road highway around<br />
Edmonton to a six lane divided freeway with 7<br />
new bridge structures to ease traffic congestion<br />
at peak travel hours and to eliminate the need<br />
for the existing traffic signals.The project’s main<br />
problem has not been material availability or the<br />
lack of trades personnel but rather Mother<br />
Nature.Edmonton has been impacted by a very<br />
wet building season thus far which has created<br />
stress to the construction timeline as well as<br />
adding mounted pressure to the sub-contractors<br />
to have their scope of the project completed.<br />

The purpose of using Dow<br />
Styrofoam in the project was to<br />
prevent frost penetration and<br />
subsequent ice lensing due to the<br />
sub grade’s extremely deep make<br />
up of wet silty clay. The cost of<br />
using the insulation placed over<br />
the existing sub grade is substantial<br />
but the costs to remove the<br />
entire sub grade over the entire<br />
roadway, truck it away and replace<br />
with aggregate would have been<br />
exponentially higher. The result is<br />
a roadbed that will not freeze nor<br />
experience the subsequent<br />
heaving and deterioration<br />
providing a significant savings to<br />
the government on construction.
