Local Context/Drivers
(strategy/participation data/other drivers)
Amber Valley
It was identified in the 'Sports Facilities Strategy for Amber Valley 2007-2012' that the priority for the Western Parishes & Rural Areas
was:
* To encourage Sports Clubs based in more rural areas to work together to identify opportunities for increasing appropiate sports
facility provision
* To support the development of multi use games areas where there is an identified need and where facilities could be provided to
enable access for school, club and community use. To encourage participation in multi sports by Young people, women & children
and disabled
* To increase opportunities for isolated rural communities to engage in physical activity and games as a method to build community
cohesion and improve confidence, social skills and reduce mental health issues.
* To work together with relevant agencies and identify feasible opportunities for improved transport links between rural and town
areas.
This project supports the Amber Valley Community Engagement Strategy 2007-10, which aims to:
• Inform citizens.
• Consult citizens and communities.
• Involve citizens in planning, delivering and assessing services.
• Devolve responsibility for the delivery of services.
Bolsover
Local Context/Drivers
(strategy/participation data/other drivers)
The District of Bolsover falls within the top 20% of the most deprived local authorities nationally and has a population just short of
74,000 with the 4 main towns of Bolsover, Clowne, Shirebrook and South Normanton sharing some 60% of that total, its ruarality
means a population density of only 4.48 people per hectare.
Villages within the district are varied in size but offer limited services and are too small to sustain purpose built sports halls or
swimming pools, in the past the majority of villages have relied upon the facilites provided by its strong historic connections with the
mining industry, these are now either in decline or have disappeared completely.
There are only 2 leisure centres (one victorian and one SASH) to serve the district as a whole and there is a heavy reliance upon
village halls and community centres in which to deliver sporting activities. Residents have informed us that the main barrier to
particpation is the lack of accessible sports and leisure facilities.
Bolsover District has lower than average car ownership and limited public transport opportunities which restrict the ability of the
majority to access sporting facilities beyond those of their own communities.
The mining industry has left a legacy of poor health in the region and this has been compounded by high numbers of people making
poor lifestyle choices, for instance 31% of the adult population smoke; the rate of new cases of lung cancer are around 170% higher
than the national average.
A consequence of a deprived area is that in certain sections of the community unemployment is high, but educational aspirations are
low, this leads inevitably to disaffected young people and high levels of petty crime and anti social behaviour.
The Village Games project supports Bolsover Corporate Plan 2007-2011 & the Bolsover Sport & Physical Activity Strategy 2009-2012.
4

Bolsover Active People Survey results for adult participation in sport & physical activity is slighlty below the national average & Leisure
Services feel that if activities are delivered within neighbourhood settings, this will increase the likelihood of more people participating
in more activity, therefore affecting the Active People Survey results over the forthcoming years.
The priority villages below all have a lack of facilities and problems with anti social behaviour and poor health, but can call on strong
support systems from Parish Councils, Sports Action Groups, various voluntary clubs and the Community Safety Team.
The priority villages has been based on facts, figures and data as well as local knowledge including health levels, anti social
behaviour, deprivation & market segmentation.
Priority Villages Priority Actions Year 1 Lead and Timescale
When delivering the Village Games project, each village will
be split into smaller workable communities e.g. housing
estates to ensure the community feels ownership &
empowerment.
Leisure Services feels that successful sports/physical
activities to include would be football, dance, rounders,
netball, team building activities, archery & basketball.
Bolsover district has 6 community sports action groups
which are made up of local clubs, coaches 7 volunteers, as
well as strategic sports partners. These are located in:
Bolsover (inc. Carr Vale & Doe Lea), Shirebrook (inc. Whaley
& New Houghton), Clowne & Barlborough, Creswell &
Whitwell, South Normanton & Pinxton, Tibshelf & Blackwell
(inc. Newton).
These SAG’s would be a good conduit for information to be
shared.
There are also ‘Community Houses’ in Bolsover (Castle
Estate), New Houghton & South Normanton, again full of
local information & have direct contact with local people.
Residents Associations in target villages.
Use of Bolsover CSN to spread the word through strategic
partners & local knowledge.
Parish Councils & Miners Welfares as these own the majority
of neighbourhood based facilities that will become venues
for the village games activities.
Derbyshire
Dales
Local Context/Drivers
(strategy/participation data/other drivers)
Derbyshire Dales District Council is very supportive of the project, as it fits perfectly with our leisure strategy. It will provide more
resources and localized support; and capacity into villages which will result in more people doing more activity and links to area
sports forums.
The selection of villages was based on Active People and PESSYP data, and child obesity programme, school participation figures and
Active People mapping data.
The project will underpin the 5 hour offer which aims to encourage children age 5 -19 to take part in more activities. Since 2001,
leadership and volunteering has been part of the PESSYP strategy. The Rural Derbyshire SSP has been very successful in developing
6

young leaders. Highfields School is a Beacon Centre for Sports Leadership.
Young leaders have opportunities to volunteer in the school setting and in their local communities/sports clubs as part of Step into
Sport. Despite the number of high quality young sports leaders in the area, there is a need to co ordinate their recruitment, induction,
development and deployment in the local area.
The second development worker in Derbyshire Dales will lead coach and volunteer development.
Their role will be to co-ordinate leadership and volunteering across the whole District.
This will include adults and young people engaged in coaching and leadership as part of the Coaching Derbyshire framework.
They will work with Coaching Derbyshire to identify and support coaches to register on the coaching database. Through this, they will
be able to access training and personal development opportunities, bursaries and achieve Coach Mark status. The worker will broker
the relationship between the coach and local clubs/community organizations regarding their deployment.
High Peak
Local Context/Drivers
(strategy/participation data/other drivers)
High Peak Borough Council is currently preparing to write a new leisure strategy. We believe that the Village Games will align with
strategic priorities in terms of additional capacity to work more locally and a dedicated resource to upskill volunteers and develop
coaches in these areas.
The selection of priority villages has been based on facts, figures and data as well as local knowledge.
It has also been based on Market Segmentation Data, with ‘settling down male’, ‘early retired couples’, ‘comfortable mid life males’,
‘retirement home singles’ being the most evident in these areas, and this project having the most potential impact.
Village Games will be an effective way of building participation in disadvantaged communities. Members of our communities deserve
the opportunity to take part in sport and physical activity regardless of where they live.
The Village Games concept links to many strategies and objectives. These are as follows;
Local Context/Drivers
(strategy/participation data/other drivers)
Sport, Recreation and Physical activity
Strategic summary 2007 – 2010
The Strategy has six key themes. This is how the work would compliment these areas;
Raising the profile of sport and physical activity.
Working in the community alongside one the of the existing community sports coaches in delivering sporting opportunities to the
local community. As well as this they would play an important role in the publicity, and marketing of all work completed.
Community Sports Development.
To work in partnership with the SDDC sport and youth development team.
Sport in Education.
Liaise with the School sports Partnership, SSCO’s, PLT’s, to establish more opportunities for 5 – 16 years to do more than 2 hours of
physical activity a week.
Sport specific junior club development.
Would link in with the work of the Club Development officer. They would be able to work closely with all the clubs in the villages on a
local level enabling to develop a network of young leaders, volunteers and coaches.
Physical Activity
Again working with both community sports coaches, who between them work with people of all ages, they would be able to support
and extend the opportunities of physical activity to the entire communities.
Facility Development
Develop further facilities in communities that limited or none at all.
South Derbyshire Corporate plan 2009 – 2014
Main areas are,

Sustainable growth and opportunity
11

Safe and secure
Lifestyle opportunities
Value for money
The proposal fits into the second and third priorities specifically which look to develop strong community involvement and improve
the health of local people.
The Breath of Fresh Air / Cultural Olympiad programme is a key action within this and the village sports project would compliment
this work completely.
All of the identified villages have been split into community sport hub areas, where we aim to deliver activities across these hubs
evenly.
Continuing to deliver more sporting activities in each of the hub areas will increase the profile of sport and physical activity.
Several of the villages within our district boast great sporting facilities. We have 4 new Multi Use Games Areas (MUGA’s) as well as
some older ones, a brand new Leisure centre in Etwall which opened in 2009, and many of the villages have playing fields and
children’s play areas, where over the summer we put on activities for the local community. Village Games will be able to utilize these
facilities as a springboard for increasing participation.
