Amber Valley<br />
It was identified in the '<strong>Sports</strong> Facilities Strategy for Amber Valley 2007-2012' that the priority for the Western Parishes & Rural Areas<br />
was:<br />
* To encourage <strong>Sports</strong> Clubs based in more rural areas to work together to identify opportunities for increasing appropiate sports<br />
facility provision<br />
* To support the development of multi use games areas where there is an identified need and where facilities could be provided to<br />
enable access for school, club and community use. To encourage participation in multi sports by Young people, women & children<br />
and disabled<br />
* To increase opportunities for isolated rural communities to engage in physical activity and games as a method to build community<br />
cohesion and improve confidence, social skills and reduce mental health issues.<br />
* To work together with relevant agencies and identify feasible opportunities for improved transport links between rural and town<br />

Bolsover<br />

The District of Bolsover falls within the top 20% of the most deprived local authorities nationally and has a population just short of<br />
74,000 with the 4 main towns of Bolsover, Clowne, Shirebrook and South Normanton sharing some 60% of that total, its ruarality<br />
means a population density of only 4.48 people per hectare.<br />
Villages within the district are varied in size but offer limited services and are too small to sustain purpose built sports halls or<br />
swimming pools, in the past the majority of villages have relied upon the facilites provided by its strong historic connections with the<br />
mining industry, these are now either in decline or have disappeared completely.<br />
There are only 2 leisure centres (one victorian and one SASH) to serve the district as a whole and there is a heavy reliance upon<br />
village halls and community centres in which to deliver sporting activities. Residents have informed us that the main barrier to<br />
particpation is the lack of accessible sports and leisure facilities.<br />
Bolsover District has lower than average car ownership and limited public transport opportunities which restrict the ability of the<br />
majority to access sporting facilities beyond those of their own communities.<br />
The mining industry has left a legacy of poor health in the region and this has been compounded by high numbers of people making<br />
poor lifestyle choices, for instance 31% of the adult population smoke; the rate of new cases of lung cancer are around 170% higher<br />
than the national average.<br />
A consequence of a deprived area is that in certain sections of the community unemployment is high, but educational aspirations are<br />
low, this leads inevitably to disaffected young people and high levels of petty crime and anti social behaviour.<br />
The Village Games project supports Bolsover Corporate <strong>Plan</strong> 2007-2011 & the Bolsover Sport & Physical Activity Strategy 2009-2012.<br />

Bolsover Active People Survey results for adult participation in sport & physical activity is slighlty below the national average & Leisure<br />
Services feel that if activities are delivered within neighbourhood settings, this will increase the likelihood of more people participating<br />
in more activity, therefore affecting the Active People Survey results over the forthcoming years.<br />
The priority villages below all have a lack of facilities and problems with anti social behaviour and poor health, but can call on strong<br />
support systems from Parish Councils, <strong>Sports</strong> Action Groups, various voluntary clubs and the <strong>Community</strong> Safety Team.<br />
The priority villages has been based on facts, figures and data as well as local knowledge including health levels, anti social<br />
behaviour, deprivation & market segmentation.<br />

& New Houghton), Clowne & Barlborough, Creswell &<br />
Whitwell, South Normanton & Pinxton, Tibshelf & Blackwell<br />
(inc. Newton).<br />
These SAG’s would be a good conduit for information to be<br />
shared.<br />
There are also ‘<strong>Community</strong> Houses’ in Bolsover (Castle<br />
Estate), New Houghton & South Normanton, again full of<br />
local information & have direct contact with local people.<br />

Derbyshire Dales District Council is very supportive of the project, as it fits perfectly with our leisure strategy. It will provide more<br />
resources and localized support; and capacity into villages which will result in more people doing more activity and links to area<br />
sports forums.<br />
The selection of villages was based on Active People and PESSYP data, and child obesity programme, school participation figures and<br />
Active People mapping data.<br />
The project will underpin the 5 hour offer which aims to encourage children age 5 -19 to take part in more activities. Since 2001,<br />
leadership and volunteering has been part of the PESSYP strategy. The Rural Derbyshire SSP has been very successful in developing<br />

young leaders. Highfields School is a Beacon Centre for <strong>Sports</strong> Leadership.<br />
Young leaders have opportunities to volunteer in the school setting and in their local communities/sports clubs as part of Step into<br />
Sport. Despite the number of high quality young sports leaders in the area, there is a need to co ordinate their recruitment, induction,<br />
development and deployment in the local area.<br />
The second development worker in Derbyshire Dales will lead coach and volunteer development.<br />
Their role will be to co-ordinate leadership and volunteering across the whole District.<br />
This will include adults and young people engaged in coaching and leadership as part of the Coaching Derbyshire framework.<br />
They will work with Coaching Derbyshire to identify and support coaches to register on the coaching database. Through this, they will<br />
be able to access training and personal development opportunities, bursaries and achieve Coach Mark status. The worker will broker<br />
the relationship between the coach and local clubs/community organizations regarding their deployment.<br />

High Peak Borough Council is currently preparing to write a new leisure strategy. We believe that the Village Games will align with<br />
strategic priorities in terms of additional capacity to work more locally and a dedicated resource to upskill volunteers and develop<br />
coaches in these areas.<br />
The selection of priority villages has been based on facts, figures and data as well as local knowledge.<br />
It has also been based on Market Segmentation Data, with ‘settling down male’, ‘early retired couples’, ‘comfortable mid life males’,<br />
‘retirement home singles’ being the most evident in these areas, and this project having the most potential impact.<br />

The Strategy has six key themes. This is how the work would compliment these areas;<br />
Raising the profile of sport and physical activity.<br />
Working in the community alongside one the of the existing community sports coaches in delivering sporting opportunities to the<br />
local community. As well as this they would play an important role in the publicity, and marketing of all work completed.<br />

Liaise with the School sports Partnership, SSCO’s, PLT’s, to establish more opportunities for 5 – 16 years to do more than 2 hours of<br />

Would link in with the work of the Club <strong>Development</strong> officer. They would be able to work closely with all the clubs in the villages on a<br />
local level enabling to develop a network of young leaders, volunteers and coaches.<br />

Again working with both community sports coaches, who between them work with people of all ages, they would be able to support<br />
and extend the opportunities of physical activity to the entire communities.<br />

The proposal fits into the second and third priorities specifically which look to develop strong community involvement and improve<br />
the health of local people.<br />
The Breath of Fresh Air / Cultural Olympiad programme is a key action within this and the village sports project would compliment<br />
this work completely.<br />
All of the identified villages have been split into community sport hub areas, where we aim to deliver activities across these hubs<br />
evenly.<br />
Continuing to deliver more sporting activities in each of the hub areas will increase the profile of sport and physical activity.<br />
Several of the villages within our district boast great sporting facilities. We have 4 new Multi Use Games Areas (MUGA’s) as well as<br />
some older ones, a brand new Leisure centre in Etwall which opened in 2009, and many of the villages have playing fields and<br />
children’s play areas, where over the summer we put on activities for the local community. Village Games will be able to utilize these<br />
facilities as a springboard for increasing participation.<br />
