They plan to develop several twin homes with their target market to be senior citizens. They believe this will help alleviate the housing shortage in Warren. Thompson said there is a strong demand for these types of units.” “City Council approved modifying TIF District 1-3 and approved adopting a TIF plan enlarging the existing Prairie Avenue TIF district. Northland campuses hold lock-down drill by Scott DCamp Reporter Northland Community and Technical College’s campuses in Thief River Falls and East Grand Forks completed lockdown drills last week to assist employees and students with their preparation to safely respond to an actual emergency. The East Grand Forks campus drill was conducted on Tuesday, Jan. 29; and the Thief River Falls and Airport campuses followed suit on Wednesday, Jan. 30. There were no live scenarios taking place during the lockdown drills. “We were very pleased with the participation of employees and students; and we are pleased with the feedback that we received from them,” said Becky Lindseth, executive director of administrative services at NCTC. “It's an important matter for the college to continue to educate and increase awareness for employees and students.” The drills were preannounced to employees and students via email. “We didn’t want anyone to be caught off guard and wanted faculty to be aware (Continued on Page 5) by April Scheinoha Reporter A Florida man appeared in court Thursday, Feb. 7 on charges related to the 2011 assault of a Thief River Falls police sergeant. Tevan Lamar Gant, 22, Fort Myers, Fla., has been charged with felony third degree assault and felony fourth degree assault. An amended complaint has been filed with an additional charge of felony first degree assault. As part of that charge, Gant is accused of causing great bodily harm to Sgt. Mike Puetz. The alleged assault left Puetz with a dislocated and fractured right hip as well as a fractured right thigh. He has been unable to return to full police duties since that Ryan Simons, number 67, Arctic Cat, flies over a ditch approach near Plummer. After the first day of racing, Simons was leading the pack of racers participating in the Seven Clans I-500. A total of 103 racers were registered for the I-500 this year, the 40th running of the event. The start Townhome complex discussed Meeting in TRF to be about proposed townhome complex by April Scheinoha Reporter The Thief River Falls City Council will hold a meeting Monday, Feb. 11 about the 24-unit townhome complex proposed near the intersection of Vanrooy and Wendt drives. The meeting will be held at 4 p.m. at City Hall. Mayor Jim Dagg said the council received a letter from Morris Police Chief Jim Beauregard (right) presented the department’s Lifesaving Award to Spc. On Oct. 23 at about 8:16 a.m., Nelson was dispatched to the Morris Post Office. An employee appeared to be choking. Nelson arrived at about the same time as Ambulance Director Josh Fisher. They found the man’s coworkers attempting to do the Heimlich maneuver on him. The man had been using smokeless tobacco at the time, so they thought he was choking. However, Nelson and Fisher realized that the man was actually suffering from cardiac arrest. Nelson ran to his squad car to grab an automated external defibrillator. Fisher placed the AED pads onto the man’s body while Nelson started using an Ambu bag to force oxygen into the man’s lungs. School Resource Office Anita Liebl soon arrived. Liebl and Nelson began doing CPR. 2 cups raw potatoes

1 cup raw celery

1/2 medium onion

2 tablespoons fat

1 large can pork and beans

1 can stewed tomatoes (or 1

quart of homemade)

2 cups cut up ham

2 cups cream

Heat potatoes, celery and

onion in fat in soup kettle

and cook until softened. Add

the pork and beans, tomatoes

and ham. Heat thoroughly

to combine flavors

and add cream just before

serving so it does not separate.

Makes 8-10 cups of

soup.

3 eggs

1 1/2 cups milk

1/2 teaspoon salt

1 1/2 cups flour

1 teaspoon sugar

Beat eggs. Add milk, salt,

flour and sugar. Beat slightly.

Bake in greased, hot

round cast iron frying pan.

Put about 2 baking

spoons of batter into pan

and tilt so that batter covers

the bottom. Turn once when

brown.

Roll up after putting butter

and sugar or syrup and

butter or fruit and whipped

cream on the flat cake and

serve rolled.

chocolate chips

1/2 cup margarine

1/2 cup corn syrup

2 teaspoons vanilla

1 cup powdered sugar

4-5 cups crispy rice cereal

Combine first 3 ingredients.

Melt in microwave or

double boiler. Stir until

smooth. Add vanilla and

powdered sugar, then add

cereal.

Pat into 9x13 buttered

pan. Ready to eat in 15 minutes

farmers and landowners when planning activities of land alteration,

maintenance and management of drainage. Time will be taken to

answer questions from those attending.

Topics to be covered include:

• Replacement and installation of culverts in road ditches

and in agricultural fields

• Maintenance on road or agricultural ditches

• Tree/vegetation removal, grading and filling within shore

land areas

• Conversion of non-crop land to crop production

• Installation of subsurface (tile) and surface field drainage

• Mitigation of existing wetlands

• Placement of fill in the floodplain to build ring dikes and

elevate roadways

Letter to Dave

Dear Dave,

If I drift off or lose focus

during this letter, I’m just

working my way through

some recent head trauma;

nothing to worry about. I’ll

write more on that topic as

soon as I remember what I

was going to tell you.

I was recently elected to a

position as supervisor for

the Soil and Water

Conservation District. I

attended my first meeting in

January and really enjoyed

it. It is hard to comment on

the position yet as I am really

just learning that which it

is I have opened myself to

election.

The supervisor position

was a task that played into

my interests as I like the

benefits of having water and

prefer it to be clean and

taste good. I have already

received the commission of

secretary on the board. I

don’t plan to be a secretary

as in “secretary of state,” but

rather more like the secretary

who just looks pretty

and listens intently. I think I

may eventually be of some

use to my fellow man at this

position, Dave.

Oh yeah, the head trauma,

now I remember. Dave, I

was recently using the pickup

and plow to move snow in

Lisa suggested I wear a bike

when I came in from plowing

that night to announce my

accident, she simply said,

“Oh, I was wondering what

that exploding sound was.”

I suspect the lower tones

of the explosive sound were

the meeting of truck and

tree, but the middle tones

most likely were my brain

softly gushing up against

the inside of my cranium.

Our nephew Jamie just

recently participated in the

repair and tie-in of the

Enbridge pipeline, Dave.

The pipeline passes under

the Red Lake River south of

Thief River Falls. The massive

amount of men,

machines and money it took

to complete this task makes

me thankful there are men

willing to work hard,

machines to help them and

someone willing to spend

the money. I like driving my

pickup and enjoy the

warmth of forced-air heat

derived from petroleum

products, so I would like to

thank the folks who make

the pipeline work. I always

get a kick out of people who

like to berate the pipeline

and wrap themselves in the

cloak of environmentalism,

yet they are driving the

same vehicle as I do and

sentenced for sex offense

A Grand Forks, N.D.,

man was sentenced Tuesday,

Feb. 5 in U.S. District Court

for transporting minors for

the purpose of engaging in

sexual activity.

Gregory Joseph Frohlich,

56, was sentenced

to 14

years in

prison. He

was ordered

to serve the

remainder

of his life on

supervised

r e l e a s e ,

according to

U . S .

Attorney Timothy Purdon.

Frohlich was ordered to pay

a $100 special assessment to

the Crime Victim’s Fund.

Restitution will be determined

at a later date.

Ringette tournament

in TRF Feb. 9

The Ralph Engelstad and

Huck Olson arenas in Thief

River Falls will host a

ringette tournament

Saturday, Feb. 9. A group of

girls and their families are

coming to Thief River Falls

this weekend from Winnipeg

and Beausejour, Manitoba,

to participate in a fun

ringette tournament.

Ringette is a fast paced

and exciting girls sport

played on ice similar to

hockey but with a straight

stick and ring instead of a

puck. There are also some

unique rules such as the

ring must always be passed

across the blue lines and a

maximum of three players

allowed in the offensive

zone. Also unique is the

skating style, which can be

afforded due to the ability to

hang onto the ring unlike

hockey, where the puck must

be stick-handled to maintain

control of the puck. Ringette

is a very popular girls sport

in Canada and other countries

such as Finland,

Russia, France and the

United States.

Games scheduled for the

weekend include:

Saturday, Feb. 9

Petite under 12 division -

9 a.m. at the REA; 11 a.m. at

the REA; and 4:30 p.m.

Tween under 14 division -

10 a.m. at the REA; 12:30

p.m. at the REA; and 3:30

p.m. in the Huck.

weekend will be a hockey

game Friday night against a

local Old Timers team at the

Lindseth said she did not

hear of any instances where

students ignored the lockdown

drill.

“We were very pleased

with how people responded

to the drill - both employees

and students," Lindseth

added. “They took the drill

seriously. People weren't

wandering around the halls.

They actively participated,

closing and locking doors

and turning off lights.”

All three campuses had

participation from local law

enforcement agencies: the

East Grand Forks Police

Department; Thief River

Falls Police Department and

Pennington County Sheriff’s

Office.

Law enforcement personnel,

Security Director Jim

Jesme, and a few NCTC

employees wearing colored

vests walked through the

building during the drill to

assess the lockdown. They

checked to see that doors

were locked, lights turned

off and shades or blinds

closed whenever possible.

One area of concern involved

door locks that need to be

locked from the outside.

A debriefing between law

enforcement representatives,

and NCTC's safety

officer, security officer, facilities

director and administrative

representatives was

held at each site. Lindseth

said the debriefing was used

to discuss what areas went

well and what can be

improved.

“You do fire drills and

severe weather drills,”

Lindseth said. “This is

another drill that we are

incorporating to increase

education and awareness.”

Among the main areas of

focus during the lockdown

drill was each campus' public

address system. Lindseth

said people were asked, once

they were in their secure

room, to have a quiet conversation

to determine what

could be improved. Could

they hear the P.A.? Could

they lock the door? Could

they turn off the lights?

The lockdown drill gave

Northland a chance to test

sponsor a relay or competitive

game.

The coronation ceremony

will be held at 2 p.m. on

Friday, Feb. 15, in the LHS

Lindseth said WENS was

utilized during the drill to

notify students that a lockdown

was in progress. An

additional WENS notice was

issued after the lockdown

was complete, to signal the

all clear.

“We were careful with our

words because it was a drill

and we didn't want to unnecessarily

alarm or concern

anyone,” Lindseth said.

The timing of the lockdown

drill coincides with an

in-service training on emergency

response that was led

by Tracy Worsley, emergency

preparedness director for

MnSCU, in January.

“There are lots of things

that have occurred across

the country and the purpose

of the drill was not to scare

anybody. The act of practicing

may seem odd, but it will

be instinct that takes over if

an emergency presents

itself,” Lindseth said.

“People need to think in

terms of ‘what do I need to

do to survive the crisis that's

presenting itself?’ That's

something we learned during

the in-service training

from Tracy Worsley. ‘Think

survival, not victim.’”

There are no set criteria

to necessitate a lockdown. It

is instead up to the discretion

of the individual members

of the college community

on each campus to determine

what type of event

would necessitate a lockdown.

“All employees are

empowered to call law

enforcement,” Lindseth said.

“All employees are empowered

to initiate a lockdown if

they believe the circumstance

warrants it.”

Foggy start. Fog delayed the start of the Seven Clans I-500

Thursday, day one of the three-day event. The race was

scheduled to start at 9 a.m., but got an 11 a.m. start

instead. A total of 103 racers signed up for the event this

The charges stemmed

from a Dec. 5, 2011, incident

at Sanford Medical Center’s

inpatient mental health unit

in Thief River Falls. Puetz

and three other law enforcement

officers were dispatched

to assist with Gant.

A doctor planned to sign a

72-hour hold on Gant and

thought he would be uncooperative.

Gant was later released

from a mental health facility

and moved back to Florida,

where he was arrested after

failing to appear for the

charges here in December

2012. The initial charges

were filed in August 2012.

According to the complaint,

officers tried to persuade

Gant to cooperate for

at least half an hour. Twice

during that time frame, he

appeared to cooperate and

then began asking questions

that didn’t pertain to what

was happening. He also continuously

said he didn’t

want to go into a room and

began asking questions that

didn’t make sense.

Gant allegedly soon

began swinging at officers

and hospital staff. They

were unable to physically

subdue him, and he ran

toward the door. Deputy

Police Chief Craig Mattson

ran after Gant, who then

ran into Puetz at a doorway.

Puetz held onto Gant’s

sweatshirt collar as he continued

to try moving forward

into a hallway. Gant

began swinging his fists and

pushed Puetz backwards.

He then allegedly punched

Puetz about 20 times, causing

Puetz to fall backwards

onto the floor. Gant then ran

over the top of him to continue

down the hallway.

Mattson ran after Gant

and physically forced him

facedown onto a bed. Other

officers and hospital staff

soon arrived and helped subdue

him.

Saving another man’s life

and CPR would resume.

“After four or five cycles,

we got a pulse back, and I

actually felt for a pulse on

his carotid artery and confirmed

there was a pulse,”

Nelson recalled.

The man’s heart may

have started beating again,

but Nelson knew that the

man may still die. He began

thinking about having to

notify the next of kin.

The man soon started

breathing on his own as the

ambulance crew arrived on

the scene. As the crew

placed a heart monitor on

him, the man regained consciousness.

“He was like,

‘What’s going on? What’s

happening?’” Nelson

recalled.

After the man got over his

initial confusion, he helped

the ambulance crew load

him onto a cot to go into the

waiting ambulance.

Nelson later learned from

the man’s coworkers that a

pacemaker was implanted

into his chest. He hasn’t

talked to the man and doesn’t

remember the man’s

name.

The 42-year-old Starbuck

man had suffered previous

heart issues, including

undergoing open heart surgery

at the age of 5. Days

later, the man’s girlfriend

tried out the pacemaker and

told him that he was going

to be a father.

“Nothing like putting that

baby to the test,” Nelson

said.

Nelson has worked for the

Morris Police Department

since 2004. Prior to working

there, the 1991 Lincoln High

School graduate worked for

a little less than 10 years at

the Pennington County

Sheriff’s Office. He worked

in the jail, in dispatch and

later as a sheriff’s deputy.

It was while he was working

as a Pennington County

sheriff’s deputy that Nelson

first saved another person’s

life. Nelson was working at

the last day of Safety Camp,

when he was dispatched to

Seven Clans Casino, Hotel

and Water Park. He raced

from Franklin Middle

School to the casino, arriving

before the ambulance

crew.

Nelson shocked the South

Dakota man twice. He later

learned the ambulance crew

also shocked the man twice

before arriving at the hospital.

A week later, the man

walked out of the hospital

with a new pacemaker. His

old pacemaker wasn’t doing

its job.

For his latest life-saving

effort, Nelson received a

citation and the department’s

Lifesaving Award. In

the past, he also received the

department’s Officer of the

Year award and Community

Service Award.

This award, though, carries

greater significance.

Nelson said, “It definitely

means more.”

the jury duty scam

Before you jump to any conclusions,

I’ll start with the advice rather than

the story. Here’s the advice: Court

workers will not telephone jurors to

ask for personal information because

you’ve supposedly missed jury duty;

second, never give out bank account,

Social Security or credit card numbers

over the phone; third, examine your

credit card and bank account statements

every month, keeping an eye

peeled for unauthorized charges.

You’ve probably already guessed that

this story has something to do with

fraud and jury duty. The scam works

this way: The scammer calls claiming

to work for the local court and claims

you’ve failed to report for jury duty. He

or she tells you that a warrant has

been issued for your arrest.

That’s bound to get your attention.

The push for gun control

that is presently going on in

this country has me very,

very concerned. Everyone

has probably heard that if

you put a frog in a pan of

cool water and put the pan

on the stove and crank up

the heat, it will sit there

until it is cooked. Anyone

that watches the national

news networks and don’t

realize all gun owners are

the frog in the pan probably

never owned a gun and could

care less about our constitution.

There was a sheriff on

NBC this morning that

strongly encouraged people

to purchase a gun and learn

how to use it. He stressed

that this was so you could

defend yourself, mainly in

your own home. The newspeople

came down hard on

him for trying to make vigilantes

out of us.

I looked up vigilante and

according to Mr. Webster, it

is “one of an unauthorized

group organized professedly

to keep order and punish

crime.” The sheriff was talking

self defense, but a few

vigilantes might not be a

bad thing.

According to statistics I

read last week, more people

died from almost anything it

is possible to die from in

2012 than getting shot from

a rifle. I filled out a permit to

purchase a few days ago and

am convinced no one that is

It’s easy to see why this works. Most

people see jury duty as their civic duty

and want to cooperate. Most of us also

have a healthy respect for authority.

This is not a new scam. In August of

2005, the Minnesota Judicial Branch

issued a warning about bogus calls,

pointing out that its courts always use

U.S. mail to send jury service summons,

communicating by telephone

only after prospective jurors have

returned completed summons information

forms. They never ask for personal

data over the telephone.

The point of all this is - just as I

advised at the beginning of this editorial

- to advise you to never give out personal

information when you receive a

phone call.

say, “Give him enough rope

and he will hang himself.”

Just how much rope does

our present administration

need? They seem to have

distanced themselves from

Fast and Furious just fine.

Hopefully, Benghazi with

four U.S. citizens killed

with, “they’re dead, what

does it matter?’ I don’t know

what happened over there

only that there was a whole

bunch of lying going on over

here. I watched the inauguration

last week and don’t

understand how they can

swear to uphold the constitution

and defend it against

all enemies both foreign and

domestic, while trying to

destroy our Second

Amendment. It still makes

me sick at heart and sick to

my stomach where this

country is headed.

All of the world dynasties

that have been before us

were destroyed from the

inside. We won’t be any different

and most likely won’t

have to wait very long. I

hope and pray I am proven

wrong. In Switzerland,

every male over 18 is issued

a gun. Their government

trains everyone issued a gun

as a member of their militia.

Hitler didn’t invade

Switzerland because of this.

He is supposed to have said,

“Switzerland doesn’t have

an army; Switzerland is an

army.” Switzerland has the

lowest gun-related crime

rate of any civilized country

in the world. Every mass

shooting that has been on

the news has one thing in

common; they all sought out

soft targets or people unable

to defend themselves. Don’t

let our government take

away our right to defend

ourselves. With guns, we are

“citizens.” Without them, we

are “subjects.”

payments are calculated

using 85 percent of the base

acreage on the farm.

For 2013, no advance

direct payments are authorized.

Producers who sign-up

for DCP or ACRE will

receive 100 percent of their

calculated direct payment

after Oct. 1, 2013.

The optional ACRE

Program provides a safety

net based on state revenue

losses and acts in place of

the price-based safety net

counter-cyclical payments

under DCP. A farm’s payment

is based on a revenue

guarantee calculated using a

five-year average state yield

and the most recent twoyear

national price for each

eligible commodity.

For the 2013 crop, the

two-year price average will

be based on the 2011 and

2012 crop years. In exchange

for participating in ACRE, in

addition to not receiving

counter-cyclical payments, a

farm’s direct payment is

reduced by 20 percent, and

marketing assistance loan

rates are reduced by 30 percent.

For LDP and marketing

loan repayment purposes

the Posted County Price

is not reduced to reflect the

reduced loan rates.

The decision to enroll in

the ACRE Program is irreversible.

The owner(s) of the

farm and all other producers

on the farm must agree to

enroll in ACRE by signing

the ACRE Election form by

June 3, 2013.

Producers who were

enrolled in ACRE for 2012

will have to enroll again if

they want to be in ACRE for

2013. 2012 ACRE participants

can elect to not reenroll

in ACRE and instead

enroll in DCP for 2013.

The Pennington County

FSA Office encourages producers

to make an appointment

to sign-up for DCP and

ACRE, so FSA can have all

the necessary forms ready

when producers come in for

their appointments, which

speeds up the sign-up

process.

Producers who have made

changes to their farming

operations, such as renting

new land, sold and/or purchased

land; are encouraged

to notify the office prior to

coming in to sign-up. Some

changes require a farm

reconstitution, which would

require the producer to

make another trip to the

office.

in DCP or ACRE or have

questions should contact

their local FSA County

Office or the Pennington

County FSA Office at 681-

Officials to highlight revolving

loan funds in northwest MN

Development State Director

Colleen Landkamer will

visit Lancaster and

Goodridge on Wednesday,

Feb. 13 to highlight how

revolving loan funds started

by USDA investments and

managed by local organizations

have helped businesses

in the region.

At 8:30 a.m. on Feb. 13,

Landkamer will join area

officials at the Lancaster

Community Center to highlight

how a USDA revolving

loan fund managed by the

Northwest Community

Action Agency has helped

PoDCo LLC, a family-owned

powder coating and dye sublimation

businesses that

employs about 25 people in

the region. Landkamer will

tour PoDCo after the event

at the community center

concludes.

At 11 a.m. on Feb. 13,

Landkamer will join area

officials at the Country Side

Grill in Goodridge to highlight

how USDA revolving

loan funds have helped the

local restaurant employ

eight people and become a

contributor to the local economy.

Rural

Development has four programs

that work through

local intermediaries, such as

nonprofits, utility cooperatives

and local government

units, to establish revolving

loan funds. The intermediaries

make loans to local

businesses for start-up,

expansion or job creation

projects. As each loan is

repaid, the intermediary is

able to make additional

loans in the region.

USDA has about $40 million

worth of revolving loan

funds

throughout

Minnesota. About $11.5 million

is located in the northwest

region of Minnesota.

Landkamer will share information

on the impact these

funds have in the region, as

well as information on how

local businesses can access

these funds.

The 3-19 Pioneers have

Rainy River also won by

six the first time the two

teams met, 71-65.

Northland trailed 31-26

at halftime.

Maurice Blackmon and

Jeremiah Russell provided

the Pioneers with a strong

1-2 scoring punch by netting

22 and 20 points, respectively.

Jaylon Gunderson added

14 to the offense. It was a

double-double for Russell,

who pulled down 14

rebounds. Tim Deroiser also

had a double-digit night on

the boards for the visitors

with 11 rebounds.

Jeff Romeus scored 24

points and Joshua Pierre

had a 16-point, 10-rebound

game for the Voyageurs.

Northland shot 42 percent

from the field (25/59)

and made 18 of 22 free

throw attempts. Rainy

River shot 41 percent from

the floor (31/76) and had an

8-for-13 free throw game.

The Voyageurs out-scored

the Pioneers from 3-point

range 21-9.

It was a 46-40 Northland

edge on the boards, but the

Pioneers also had twice as

many turnovers, 22-11.

Northland hosts Mesabi

Range today (Saturday) in a

Northern Division doubleheader

that includes a 3

p.m. women’s game and 5

p.m. men’s contest.

at the hands of the Rams.

Forks/Sacred Heart.

With a little more than a

week to go before team sections,

head coach Kenny

Geiser noted that it was nice

to see his team fill the lineup.

“As a team it was nice to

see us fill out the line up and

limit teams from scoring too

many points,” Geiser said. “I

was dissapointed we didn't

get to see some better

matchups, but you can't

always control that.”

gathered, you take the bottles and

hot glue the bottoms together.

Then, you tape a sheet of paper and

cover up the gap so you have a

straight surface on your rocket.

After this another piece of paper is

folded into a cone and cut so the

bottom of the cone is even.

Next, fill the cone with hot glue

about a quarter of the way up and

make sure it will dry even inside

the cone. Once the glue is dry, tape

the cone to the top of your rocket, it

find either wood or cardboard to

make wings. The wings can be any

shape you want as long as they fit

on the rocket evenly. Once the

wings are done, spray paint the

rocket whatever color you want.

The class launched the rockets

off a frame that Mr. Strutz built out

of wood. The launch system is just

a tube that goes into the bottle with

a quick release clamp to hold the

rocket down. An air compressor is

used to put air into the bottle. All

you have to do now is release the

trigger and watch it fly.

Enbridge was conducting pipeline maintenance

near Highway 32 south of Thief River

Falls this past week. Enbridge regularly

conducts inspections of its pipelines. One

method of inspecting the pipes is with

internal pipeline inspection tools. The work

south of Thief River Falls was described as

an integrity management dig. During an

integrity dig, when an inspection determines

a repair is required, the pipe section

will be replaced or a pipe sleeve will be

welded over the identified portion of the

pipe to restore its integrity. Enbridge conducts

repairs year round.
