Nutrition Education<br />
Program is being held this<br />

Infants, children up to the<br />
age of 5, and women who are<br />
pregnant or breastfeeding<br />
may be eligible for the program.<br />
Organizers are interested<br />
in enrolling pregnant<br />
women in the program. They<br />
feel that the prenatal nutrition<br />
is a vital part of producing<br />
a healthy baby.<br />
Therefore, it is important to<br />
apply for WIC early in your<br />
pregnancy. They need no<br />
proof of pregnancy.<br />

scam causing concern<br />
A month or so ago, the “grandchild in<br />
peril” scam was going around. In that<br />
scam, someone calls posing as one of<br />
your grandchildren and say they’re in<br />
trouble - usually in a foreign country -<br />
and in need of money. They usually ask<br />
that you don’t call their parents<br />
because it’s embarrassing. They’re<br />
pretty convincing. They’re so convincing<br />
that many people, including a resident<br />
or two from this area, have fallen<br />
for the scam. Now, the Minnesota<br />
Attorney General’s Office says it’s seeing<br />
a lot of activity regarding medical<br />
alert scams.<br />
In the “free” medical alert scam, the<br />
scammers claim they are with<br />
Medicare or a familiar medical<br />
provider, or tell the recipient that their<br />

“free” medical alert system is ready for<br />
pickup if they “press one.” Once you<br />
press a button, however, you will begin<br />
to receive more unwanted calls and<br />
requests to convince you to disclose<br />
your personal information. The scammers<br />
scare and defraud people into disclosing<br />
their private information. They<br />
then use this information to commit<br />
identity theft or drain bank accounts.<br />
The Minnesota attorney general,<br />
Lori Swanson, says that if you’re in<br />
doubt, if you’re not sure who you’re<br />
dealing with, don’t give out any personal<br />
information.<br />
I would also like to offer to<br />
Minnesotans, who tend to be trusting<br />
and polite, there’s no rule or law that<br />
says you have to be polite. Hang up!<br />
Right in the middle of their little<br />
speech - hang up! It’s that simple. If<br />
they persist, call law enforcement.<br />

Roseau man sentenced for operating<br />
continuing criminal enterprise<br />
A Roseau man was sentenced<br />
Monday, June 24 for<br />
running a drug trafficking<br />
organization that brought<br />
cocaine, heroin, marijuana<br />
and ecstasy from the Twin<br />
Cities to various cities,<br />
including <strong>Thief</strong> <strong>River</strong> <strong>Falls</strong>.<br />
Noah Bergland, 27, was<br />
s e n t e n c e d<br />
on charges<br />
of operating<br />
a continuing<br />
c r i m i n a l<br />
enterprise<br />
and money<br />
laundering<br />
conspiracy,<br />
according to<br />
F i r s t<br />
Assistant U.S. Attorney<br />
Lynn Jordheim. Bergland<br />
pled guilty to the charges on<br />
July 10, 2012.<br />
U.S. District Judge Ralph<br />
R. Erickson sentenced<br />
Bergland to 10 years in<br />
prison to be followed by<br />
three years of supervised<br />
release. Bergland was<br />
ordered to pay a $200 special<br />
assessment to the Crime<br />
Victim’s Fund and to forfeit<br />
$250,000 to the United<br />
States.<br />
Operation Noah’s Ark was<br />
an Organized Crime Drug<br />
Enforcement Task Force<br />
investigation that revealed<br />
an organization that<br />
brought cocaine, heroin,<br />
marijuana and ecstasy from<br />
the Twin Cities to various<br />
cities in North Dakota and<br />
Minnesota.<br />
The organization distributed<br />
drugs in <strong>Thief</strong> <strong>River</strong><br />
<strong>Falls</strong>, East Grand Forks,<br />
Minneapolis, St. Paul and<br />
Deadline to report planted and<br />
prevented planted acres to FSA nears<br />
The Pennington County<br />
Farm Service Agency<br />
reminds area producers that<br />
the deadline to report their<br />
acres to FSA, including prevented<br />
planting acres, is<br />
July 15.<br />
Prevented planting<br />
claims filed after July 15<br />
require that the producer<br />
pay a fee for the FSA County<br />
Office to perform a field visit<br />
to verify the eligible disaster<br />
condition which prevented<br />
the crop from being planted.<br />
If, at the time of the field<br />
visit the eligible disaster<br />
condition cannot be verified,<br />
the prevented planting<br />
claim would be disapproved.<br />
Area producers are also<br />
reminded that annual<br />
acreage reports are required<br />
to be filed with FSA in order<br />
to be eligible to receive payments<br />
for DCP/ACRE, CRP,<br />
LDP’s, commodity loans,<br />
SURE, NAP, etc.<br />
Due to budget constraints,<br />
the county office is<br />
no longer able to mail out<br />
maps to producers for<br />
acreage reporting. When<br />
Alexandria, as well as the<br />
following areas of North<br />
Dakota: Fargo, Grand Forks<br />
and Williston.<br />
To date, 30 defendants<br />
have been charged as part of<br />
this investigation on drug<br />
conspiracy and money laundering<br />
charges. Additional<br />
defendants who have been<br />
sentenced in this case<br />
include the following people<br />
who also have known ties to<br />
northwest Minnesota:<br />
• Jacob Brian Skadsem,<br />
Fargo, N.D., was sentenced<br />
on charges of conspiracy to<br />
distribute controlled substances<br />
and money laundering<br />
conspiracy. He was sentenced<br />
to six years and two<br />
months in prison.<br />
• Andrew Frank<br />
Przekwas, Roseau, was sentenced<br />
on charges of conspiracy<br />
to distribute controlled<br />
substances and money laundering<br />
conspiracy. He was<br />
sentenced to 48 months in<br />
prison.<br />
• Rachel Renee Dahl,<br />
Roseau, was sentenced on a<br />
charge of conspiracy to distribute<br />
controlled substances.<br />
She was sentenced<br />
to 38 months in prison.<br />

gation, North Dakota<br />
Bureau of Criminal Investi -<br />

Office, Minnesota Bureau of<br />
Criminal Apprehension, and<br />
North Dakota Parole and<br />

“This investigation is a<br />
terrific example of how federal,<br />
state and local law<br />
enforcement were able to<br />
work closely together to successfully<br />
dismantle a major<br />
narcotics smuggling organization,”<br />
said Michael<br />
Feinberg, special agent in<br />
charge of HSI St. Paul,<br />
which covers North Dakota.<br />
“HSI will continue to utilize<br />
its broad authorities to target<br />
those individuals that<br />
pose direct threats to our<br />
communities.”<br />

the St. Paul Field Office,<br />
said, “The role of Internal<br />
Revenue Service Criminal<br />
Investigation in narcotics<br />
investigations is to follow<br />
the money, so we can financially<br />

major drug trafficking<br />
organizations such as<br />
Operation Noah’s Ark.<br />

their aggressive pursuit<br />
of those who launder illegal<br />

to unraveling complex<br />
financial transactions<br />
and money laundering<br />
schemes where individuals<br />
attempt to conceal the true<br />
source of their money.”<br />

Producers who haven’t<br />
signed up for DCP, Aug. 2 is<br />
the deadline to enroll in<br />
DCP. Producers are encouraged<br />
to sign up as soon as<br />
possible, so they will have<br />
their maps completed when<br />
they come into to report<br />
their acres. Producers who<br />
would like to get their maps<br />
now, but are not ready to<br />
sign-up for DCP, should contact<br />
the county office so their<br />
maps can be printed and<br />
available for them to stop by<br />
the office and pick up.<br />
To better serve producers,<br />
the county office prefers to<br />
conduct acreage reporting by<br />
appointments so producers<br />
can be served in a timely<br />
manner and the staff can<br />
have all of the producer’s<br />
records available when a<br />
producer comes in for his or<br />
her appointment. The county<br />
office does take walk-ins<br />
for acreage reporting, but<br />
producers with appointments<br />
will be assisted first.<br />
Once producers have completed<br />
their maps, they<br />
should call the county office<br />
to schedule an appointment.<br />
A letter attached to the map<br />
explains how to complete the<br />
map and what information<br />
is needed on the map. This<br />
information includes the<br />
crop, variety, planting date,<br />
intended use and other<br />
important information.<br />
Producers with crop<br />
insurance are encouraged to<br />
report their acres to FSA<br />
first since the planted acres<br />
reported to FSA and crop<br />
insurance need to be reconciled.<br />
FSA will then provide<br />
producers with a copy of<br />
their acreage report and<br />
maps, so they can provide<br />
this information to their<br />
crop insurance agent.<br />
