- 24 - involve actions as per ROSDCP and generally to cover the initial part in table top exercise for altering, notification quantification assessment of response actions and the deployment for containment, recovery, transport, disposal, shoreline cleanup and claims preparation should be worked up as practical exercise. (c) Level 3. Spill scenarios reflecting an incident of significance to generally wider area response calls for invoking of NOSDCP. As invoking NOSDCP involves invoking national disaster management plan, these exercises will be coordinated from CGHQ. 1.47. The Level-1 and Level -2 exercises can be preceded by table Top exercise and Mock Drills, if the level of knowledge of the personnel taking part in the exercise is not adequate enough to understand the procedures that are followed after a spill occurs in the site. Periodicity of Exercise 1.48. Level 1 and Level 2 exercises are promulgated as part of annual training programme. Participation in Level 3 exercise will be as per the schedule promulgated by CGHQ. Planning Exercise 1.49. The Coordinating Coast Guard unit to conduct the exercise as per the annual training programme in consultation with stake holders emphasizing stages of exercise planning as per OSREG. Equipment Deployment 1.50. The purpose of the equipment deployment exercise is to validate that the equipment is appropriate for the operating environment in which it is intended to be used and that operating personnel are trained and capable of its deployment and operation. Documentation 1.51. Proper Documentation for evaluation should include the following information:- (a) Type of exercise (b) Date and time of the exercise (c) A detailed description of the exercise (d) Objectives achieved during the exercise (e) The components of the response plan exerdis3ed

- 25 - (f) Lessons learnt 1.52. This documentation must be in writing in accordance with the format provided at Appendix ‘B’. The aim of documentation is to practice corrective action and also for recovery from polluter for legal requirement. Report 1.53. The entire proceedings of the exercise along with relevant documentation are to be forwarded to RHQ (E) within one month on completion of the exercise by the respective unit. Check off List for Oil Spill Exercise 1.54. Actions Prior Exercise Programme by coordinating unit. (a) Schedule the programme for exercise on receipt of Annual Training Programme. (b) Select the components to be exercised (c) Inform all resource agencies and stakeholders for their roles expected during the exercise at least two months in advance (d) Obtain all resource information and their operational conditions. (e) Obtain the list of key personnel (f) Establish communication procedures and designated control frequencies. (g) Inform NIOT, INCOIS, NRSA and Meteorology Dept regarding providing inputs for spill tracking will in advance. (h) Prepare area sensitivity map well in advance to protect vital areas during spill scenario (i) Keep a copy of all stake holders contingency plants who are participating in the exercise and make sure they are current. (j) Establish an organisation tree for effective command and control 1.55. Actions During Exercise. (a) Raising POLREP to ICG Ops Centre/MRCC (b) Notify all stakeholders regarding the incident (c) Inform DG Shipping (d) Send notice to ship owner IAW section 356J of MSA 1958 to the party that has been responsible for the spill (e) Inform the relevant District Collectorate, State Pollution Control Boards, Fisheries Associations, Fisheries Dept, Hotel Owners and
